I don't much knowledge about this two words 'smart' and 'clever'. But I think the word smart is everything and he/she must be clever as well. On the other hand clever is related to trick. So that he/she knows how to win against anything using trick.

theres many types of smart and clever actually,arse loong is kind of a exam smart,dorkish,and cringeworthy stupid at the same time,while putin is incredibly smart,intelligent,witty,manipulative and a force of nature.
worst part is he doesnt even sound like an intellectual or academic or scientist,someone whose extremely well versed in an industry or subject,and can serves a certain role in the government be it an economist or a education expert,hes just meh in every area,whats he good at besides math?a fool leading a cabinet of fools.

If I had to make a guess who is smarter and cleverer between LSF and HC, it would have to be Ho Ching.
Smart = finding a way to avoid answering what is 1 + 1
Clever = being able to answer 1 + 1
Clever = being able to answer 1 + 1
Would like to add that between the 2 of them, LSF should be more articulate and the smoother talker. Hence it may appear sometimes that she is smarter and cleverer than HC, who can be reticent and direct.
