Actually U need to give them some credit. They actually managed to build something after 8 yrs
Here's an incident from my own experience in India
My company have an office in the city of Nagpur and a Plant in Butiburi which is 1/2hr journey from Nagpur
Between Nagpur and Butiburi, there is a train crossing where a train crosses the road every 15min. You can imagine the traffic jams along that road.
On the way back to Nagpur one day I commented on the flyover that they were building over the train tracks. The Viaduct near Lau Pa Sat took us a few months to complete, the Indian flyover wasn't much larger or longer then that so I said looks close to completion and that it shouldn't take more then a few more months to complete. Should be ready the next time I visit
My driver replied that they took 6 years to get to that stage. Like that idiot I was, I asked why it took so freaking long to make something that simple. His reply:
This is India
Yeah, I felt like a total moron at that point. He went on further to explain that apparently, coz it took so freaking long to complete the flyover, the local state government refused to paid the contractor and the contractor refuse to continue to work coz they were not paid. On top of that, the Rail ministry suddenly came out and complain that they have no rights to build a flyover over their tracks.
