The Police is playing a losing game. They should be ahead of the curve by not catching these thugs. Cos it is futile. There will always be black market around. Like underground bank and smuggling of cigarettes.

They should let these License money lenders loan out loan with cheap rates. One person is being assigned a few money lenders. So that person can only loan from that few money lender. The money lender will have market share. They will sell their loan according to credit score of individual. When the money lender max out their controlled amount, they can't loan out anymore.
