立法會議員朱凱迪、陳志全、涂謹申及香港眾志羅冠聰到台灣,與當地政界人士討論港府建議修訂移交逃犯的兩條法例。四人今天與民進黨、國民黨、陸委會代表會面。羅冠聰在Facebook表示,雖然港府聲稱修例可處理一年前香港少女潘曉穎疑被男友陳同佳在台灣殺害案件,「不過今天與會的台灣政府代表卻向我們明確地指出,港府過去未曾就此案件與台灣方面直接聯絡(即李家超一直的講法很大機會是自圓其說)。至於保安局提出修例建議前亦從未諮詢過台方意見。」
羅冠聰指,台灣官員的說法證實港府在醞釀修例的過程閉門造車,令人憂慮,港府現時提出的修例方案,台灣也未必接受。他說,假如社會共同希望處理案件,港府應盡快聯絡台灣當局展開協商,以務實態度尋求雙方同意的方案。羅又指:「感受到台灣朝野,不分政治光譜,均十分關注港府修例的影響。由於在港經商、工作的台灣人十分多,單是過境人數每年平均180萬人,故修例將直接影響他們的人身安全。」
四人今天先後與台北市政府副發言人陳冠廷;國民黨詹為元;民進黨立委段宜康、立委鍾孔炤、立委周春米、台北市議員梁文傑;民進黨立委蘇巧慧;陸委會副主委邱垂正會面。明天將與時代力量代表會面,包括立委黃國昌、徐永明及主席邱顯智。
台灣陸委會表示,長期以來是透過台港「策進會」、「協進會」平台,盼與港方建立制度化的司法合作機制,並以刑事法律合作為優先,解決台港人員交流頻繁衍生的跨境犯罪問題,惟港方均未正面以對。陸委會認為,港女命案突顯出台港因不能進行相關司法合作,無法將罪犯繩之以法的困境。陸委會歡迎港方運用既有機制,就個案與陸委會展開合作,呼籲港方能以無涉於政治的務實態度,積極考慮與陸委會簽訂司法互助協議,從根本解決問題,確保公平正義能獲伸張。

正在北京出席人大政協兩會會議的經民聯副主席、行政會議成員林健鋒表示,本港商界有表達對修訂《逃犯條例》的憂慮,他上月已兩次約見保安局反映,將於兩會期間,向不同部門反映商界和商會的憂慮。經民聯主席盧偉國指,政府要清楚說明引用及啟動條例的過程、甚麼情況下會納入嚴重罪行等。
另外,《蘋果日報》報道指,取得美國商會就修例向保安局提交的意見書,當中提到對修例有「強烈保留(serious reservations)」,相信會對香港作為「亞洲國際都會」和「核心地區商務樞紐」帶來重大影響。美商會引述大律師公會表示,對內地法律和司法制度深感憂慮 ,深信修例改動將成為外國公司決定是否選擇香港、或者是否繼續以香港作為基地時,評估風險的一個主要因素,有可能進一步損害香港作為國際商務中心的競爭力。

Members of the Legislative Council, Zhu Kaidi, Chen Zhiquan, Tu Jinshen and Hong Kong Zhongzhi Luo Guancong went to Taiwan to discuss with the local politicians the proposed amendments to the two laws for the surrender of fugitives. The four met today with representatives of the Democratic Progressive Party, the Kuomintang and the Mainland Affairs Council. Luo Guancong said on Facebook that although the Hong Kong government claimed that the amendment could handle the case of Hong Kong girl Pan Xiaoying suspected of being killed by her boyfriend Chen Tongjia in Taiwan a year ago, "the representative of the Taiwan government who attended today clearly pointed out to us that the Hong Kong Government has not used this case in the past. Taiwan’s direct contact (that is, Li Jiachao’s long-standing approach to speaking is self-explanatory). As for the Security Bureau’s proposal for amendments, it has never consulted with Taiwan.
Luo Guanchong pointed out that Taiwanese officials’ arguments confirm that the Hong Kong Government is working behind closed doors to build a car. It is worrying that the current amendments proposed by the Hong Kong Government may not be accepted by Taiwan. He said that if the community wants to handle the case together, the Hong Kong Government should contact the Taiwan authorities as soon as possible to start consultations and seek a mutually agreed solution in a pragmatic manner. Luo also said: "I feel the Taiwanese ruling and opposition, regardless of political spectrum, and are very concerned about the impact of the Hong Kong government's amendments. Since there are many Taiwanese businessmen who work and work in Hong Kong, the average number of people crossing the country is 1.8 million per year. Will directly affect their personal safety."
