Cannot repair cos pipe with rebar , gone case , only have to run surface water piping.Funny this happened if using stainless steel pipe means it never tightened n if use pvc pipe means never glue seal.but there should be water pressure test for leak? how come clerk of work blind? or is it block type assemble?Really jislat, these low skilled workers , sg hong gan liao

my 60-year old HDB, after up-grading by HDB water leak from the wall where I hang cloth (the window is new by the up-grading exercises)
tow council tell me water found inside the unit is owner duty....I say leak from outside into my interior also my duty ?
Town council come in with an expert - give me all kind of dog excuses "maybe from the window gaps" I said the window is by HDB during upgrading....than he roll eyes many time but cannot find further excuses.....
end-up town council say they will try to pain (with waterproof paint) my exterior wall (Near the cloth hanging areas) and see how. after the waterproof pain it stop the leaking for 18-months....than during the yearly monsoon rain leak again.....now every 18-months or more I will re-send the email and town council automatic activate their contractor to re-pain my exterior wall with waterproof pain.

my HDB up-grading exercise with a new toilet in my master bed room.
down stair my neighbour complain water leak....town council conduct a water test in my toilet.....now-leakage.....
town council call me again and say HDB special concession re-do my toilet floor + water-proof + toilet bow , I pay half.
I told town council, if your water test shows that my toilet no-leak than why need to re-do ? if need to re-do why I need to pay, up-grading exerciser give 5-year warranty, now still within warranty.....call again and say re-do free. after the re-do I did not check with my below neighbour if the problem soft.....I suspect water leak due to the new toilet is "Pre-cast" and assemble to the old master bed room structure....might have gap somewhere and during heavy rain or monsoon rain period the below neighbour will complain water leak. I view my below neighbour's unit together with the town council officer, the wall and ceiling is wet near the master bedroom toilet area, but no smell and no discolor at the wet area....if leak directly due to my toilet, his ceiling and wall will have yellow color patch and smell like shit already.

I don;t trust my town council officer and the so call expert they invite in......I am not in construction profession but the wall they conduct the viewing and inspection not profession at all. I am not sure the tow council the video's family, hopefully they can have a more professional service.
