You're right GD. In the 80s, the paikia will shiver when they are arrested and brought to the station. They will kenna wack from the time they enter the charge room by the station sergeant, then to IO office by the IOs. You will heard the body being slam against the wall and some of those guys will come out crying. If they KuaLan somemore, they will kenna again when in lock-up.

The SPF standard start going down when they value qualification more than experience. Managing the ground and putting up papers are 2 different set of things that are equally important in law enforcement agencies.

SPF "success" is measured the number of crimes SPF handles as defined in the annual crime statistics. SPF is considered to be doing well if there is a continuous decline the number of crimes in the annual crime statistics.

To achieve this, most people expect SPF to be efficent and effective.

Unfortuantely being efficent and effective means a lot of work and use of a lot of resources. Over time however, SPF has learnt that there is a much easier way to manupilate statistics. The most common of this is to legalise the illegal activity. For example how can we reduce the number of loan sharking cases? Simple - Give them moneylending licenses and encourage them to set up pawn broking/money lending business. How about solving the China prostitute problem? Easy too. Create a new class of China prostitute brothels and get the pimps to keep the girls indoors.

I still can't figure out what other valid purpose "licensed moneylenders" are supposed to serve.
Aren't people who want car, housing or business loans supposed to get them from banks and finance companies?
And these financial institutions presumably will only grant loans to people and businesses who are credit worthy and who want the loans for a valid, legitimate purpose, which is backed by expected future cash inflows.
Won't be surprising if one of these "licesned moneylenders" try to get listed one of these days.
To expand their capital base and have more funds for working capital purposes will be their official reason.

Under classification of cases is another strategy to lower crime rates. If someone's door or main gate kena damaged badly and quite clearly a case of attempted housebreaking, police will classify as mischief! Policemen reading my comment will agree with me. I recall one Comdr once said, 'only housebreaking if door collapses'.

Comdrs and HIs will close both eyes during morning panel to cases of underclassification. But if the bomb explodes, the IO will have to shoulder the blame. Am sure it is taking place presently.

Dealing with the underworld requires special traits. From my intimate knowledge, less than 4 in SSB today are able to deal with these hardcore SS chaps comfortably and being able to gain some respect from these chaps. Even Hd SSB CMI.
