Anchor minister is something internal. For the two minister constituencies you may not even know who the anchor minister is - not necessarily the senior one is the anchor.

Very interesting that GCT made this announcement on his own, and quite sometime away from next GE. Why the eagerness on GCT part to announce? Why was there no joint statement from LHL and the rest of his grc?

I doubt it very much. My hunch is that higher forces had instructed him to make that decision. With old man's failing health, it would be more prudent to have GCT out of the way in case there is a challenge for leadership when the inevitable happens. Remember, GCT had served 14 years as PM and under his leadership PAP did not have to deal with a bitter population as now.
