Electric scooters plan to limit the speed of 6 kilometers and are scolded. What should we do if the speeding and reverse accidents are frequent?
Electric scooters that can be ridden without a driver’s license are legally positioned as "pedestrians," but they cannot actually be driven on the road. In real life, they are often seen running side by side with cars and motorcycles, and traffic accidents are endless. In order to solve the chaos, the government has studied and revised the law, but it has triggered some users to protest against discrimination. What is going on?

The proportion of electric scooters has increased, these people have demand
Taiwan has a large elderly population, and many people use electric scooters as a means of transportation. It is also used by patients with mobility impairments, poor physical strength, or who can walk but cannot walk for a long time, and people with physical and mental disabilities, and the chance of appearing on the road is becoming more and more common.
The law is positioned as a pedestrian, but the road is actually blocked
These electric scooters, which are classified as "pedestrians" by law, are prohibited from driving on roads and should be driven on sidewalks in accordance with regulations. However, because there are few sidewalks in Taiwan, even with sidewalks or arcades, they still face difficulties in connection and inequality.
Nobody's sidewalks are more dangerous. Fighting with cars is dangerous.
Where there are no sidewalks, electric scooters must drive close to the side of the road by law. However, irregularities such as temporary or side-by-side parking of steam and locomotives have emerged one after another, resulting in electric scooters sometimes being forced to risk driving into the fast lane and competing with steam and locomotives, creating dangers.
Poor user control ability
In addition, most people who use electric scooters are elderly or physically and mentally handicapped people with inconvenient mobility, and their control ability is poor. Some electric scooters do not even have direction lights or brake lights. In recent years, many electric scooters have caused traffic accidents.
13 car accidents occurred in 7 months with frequent reverse violations
In Changhua County alone, 13 electric scooter accidents occurred from January to July this year. Some users will also have violations such as speeding, reversing, running red lights, and even getting on the road after drinking; but because the law stipulates that they are pedestrians, it is difficult to regulate unless they are punishable for driving under the influence.
In addition to danger, it is also inconvenient, and disadvantaged groups are easily ignored
In addition to danger, it is also inconvenient, and disadvantaged groups are easily ignored
In addition to the danger on the road, the unfriendly environment in daily life is also a problem faced by the electric scooter community. It is like being ignored by the driver when taking a bus, and deliberately refused to carry; when taking the Taiwan Railway, the station staff forgot to lay the iron ramp and could not get off the bus.

To solve the chaos, the Ministry of Communications plans to amend the law
In order to improve the chaos, the Ministry of Transportation plans to amend the "Road Traffic Management Penalty Regulations" to prohibit electric scooters from driving on the road; the local government announces the open road sections and time periods to allow exceptions to drive electric personal mobility vehicles.
Penalties for exceeding the speed limit
The Ministry of Transport has also drafted a standard that if the electric scooter runs on the sidewalk, the speed must not exceed 6 kilometers per hour, otherwise a fine of 300 yuan will be imposed. But it caused dissatisfaction among the physically and mentally disabled, and the criticism was bullying the weak.
Why are there more regulations in question? Is it useful to set a speed limit?
People with disabilities questioned that the Food and Drug Administration has regulated the maximum speed limit for electric scooters to be 10 kilometers, and there is no need to add an additional 6 kilometers limit. However, there are also disabled groups who believe that the new law can guarantee safety, but even if there is a speed limit, there is still the possibility for users to change their cars to increase the speed. They call on the government to be more flexible.
Elimination Foundation: Vague positioning and speed limit are to distinguish
The Consumer Foundation explained that because the positioning of electric scooters is vague, the 6km limit is to separate it from bicycles, and it is more in line with the needs of people's walking speed. And since the function of the electric scooter is to assist walking, it should be defined as the range that can be reached by walking, such as standardizing the use in the community.
Improving the use environment is more important. Scholars point out these three points
Some scholars also pointed out that electric scooters are actually not suitable for driving on the sidewalk, because the space is not large enough and it is also very dangerous for pedestrians. If you want to improve the environment for the use of electric scooters, the road slope, stairs, etc. must be adjusted, and plants should not be placed on the sidewalk.
Expanding the scope of action in the future Experts call for greater advocacy
In order to meet the needs of users, the range of electric scooters will inevitably expand in the future. Experts said that in addition to improving walking space, the government should also strengthen publicity for passersby. It's just that the relevant regulations are not yet perfect. How should this law be revised? It is still a problem to be solved.
