基隆市昨(26)日晚間7時許一棟公寓發生火警，火勢猛烈，冒出大量濃煙及竄出火舌，所幸住在裡面的姊妹當時不在家，而消防員也在1小時內迅速將火勢撲滅，沒有造成人員傷亡。初步了解，這對姊妹在10月中旬時，因未繳電費而被斷電，每晚都用蠟燭照明，疑因蠟燭引燃；起火原因消防人員已採證調查。

根據《聯合》報導，消防局指出晚間7點多獲報復興路230巷一棟公寓3樓發生火警，消防人員到達時火舌竄出，濃煙不斷冒出，尤其後陽台全面燃燒，幸好當時屋內沒有人，火勢也在1小時內撲滅，沒有造成人員傷亡。
剛好起火地點在議員施世明的服務處旁邊，服務處發現火警後立刻報案，施世明指出，起火公寓的屋主是一對姊妹，由於經濟狀況不好沒有錢繳電費，這個月10幾號才剛被切斷電源，晚上都點蠟燭照明，當時剛好出門買晚餐，結果回家就發現起火。
施世明辦公室主任施偉政則進一步指出，這對姊妹買完晚餐回到家中後，看到家裡失火，情緒非常激動，而這對姊妹平時以打零工為主，可能是遇到困難，他表示如果需要工作，辦公室會伸援手，協助她們找合適工作，有經濟來源可以過日，否則單靠蠟燭照明實在太危險。

根據《ETtoday新聞雲》報導，基隆市中山區長鄭錦濃表示，社政人員今(27)日已前往訪視，了解這對姊妹遇到什麼困難才會繳不起電費，後續則會透過民間社福單位協助或申請補助或急難救助，讓兩姊妹能度過難關。
