　　中共广东省委十届十一次全会1月5日在广州闭幕。中共中央政治局委员、广东省委书记汪洋当日在会上引经据典，畅谈“做人为官”之道。他警醒在场官员，只有做好了人，做官才能成为“人官”，而不会被老百姓骂为“狗官”。

　　汪洋指，当前广东正处在经济社会全面转型、改革开放全面深化的关键时期，面临着需要解决的大量难题，不少瓶颈要突破、许多风险要防范，对官员们而言，这是施展才干的难得机遇。

　　汪洋要求官员做造福民众的“开拓者”。为了引导官员们树立正确的“做官”理念，他援引孙中山“要立志做大事，不要立志做大官”、周恩来“不是做官，是做事，是为人民服务”等名句，对“做事”与”做官”的差别做了篇幅不短的论述。

　　汪洋称，要为了做事而做官，要先做人后做官。他警醒在场官员，只有做好了人，做官才能成为“人官”。

　　唐朝大文学家韩愈被汪洋引为为官做人的典范。他说，自古以来，为官一任，就有“教化一方”的义务，要“以官风正民风，以官德树民德”。韩愈被贬潮州做刺史，任职间倡礼治、行道德、敦教化，促使潮汕地区由瘴疠蛮荒之地转变为文明开化的“海滨邹鲁”，离任后“赢得一片山水尽姓韩”。

　　对于当前社会正处在转型期，利益格局深刻调整，地方发展的长远、全局利益可能与部分民众的当前、局部利益有冲突等问题，这位主政中国改革开放前沿阵地的地方官员并不加以回避。汪洋说，继续用改革开放初期的做法实现经济快速发展现已不具备现实条件，官员们的思想观念必须转变。

　　汪洋表示，无论什么时候，都不能偏离为民众谋幸福的根本目的，更不能把发展经济的手段代替改善民众生活的目的。坚持不以牺牲民众利益为代价是广东谋划推动发展应该坚守的准则和底线。在推进城镇化和产业转型升级的过程中，部分民众可能面临失地、失业等风险，面对这样的问题，官员是站在民众角度想问题、办事情，还是罔顾民众利益去发展，是对政绩观的重要“试金石”。

　　汪洋要求官员们提高对网络虚拟社会的引导和管理水平，克服“恐网症”，避免面对网络禁声失声，又避免出现被人炒作的各种“雷语”，还要善于掌握应对网络群体性事件的主导权和主动权。(中新社广州1月5日电 索有为 程景伟)

　　汪洋讲得很通俗，谈的其实是一个做官理念问题。一个被称为“人官”的领导干部，应该首先是一个好人，先做人后做官。那些想干事、敢干事、会干事、干成事、不出事，做好人做好事的，就是一个“人官”。而那些谋位置多于谋事业、搞阴谋多于做事情的官员，就是一个“狗官”。

　　“人官”、“狗官”，既是一声提醒，也是一声棒喝。就现实来看，“狗官”一般活得比“人官”还要滋润，而且，虽说“狗官”会被骂，但“狗官”更在乎的是上级的看法，而不是大众的态度。因此，想少一些“狗官”多一些“人官”，就不能完全依靠官员的道德自律，而应该让“人官”和“狗官”受到区别对待。

　　好的制度能够区分出“人官”和“狗官”，这给制度建设提出了更新更高的要求。当前，更应该从制度建设入手，设计出一个好的政绩体系，通过严格考核真正让“人官”浮出来，让他们受到肯定，得到重用；同时把“狗官”打下去，让他们受到处罚，让其阴谋不能得逞，私欲不能满足。只有这样，为官者才能树立正确为官理念，才能推动一大批官员做好人、做好官。（毛建国）

　　江苏省宿迁市宿豫区计生局私分公款发放年终奖，因为金额不均等被内部职工举报。被有关部门勒令全员退回后，该局局长胡德斌在会议上大为光火，向匿名举报人喊话称被狗咬一口，“现在给你肉吃，你咬我手指头”。宿豫区新闻办发布通报称，录音经区纪委调查证实属实，胡德斌因为“言语过激，用词不当”，已被全区通报批评，并被责成向区委作深刻检讨，在计生局全体职工大会上道歉。（1月7日《南方都市报》）

　　这个局长不寻常，集体私分公款被举报后竟破口大骂举报人，自称“被狗咬一口”。中共中央政治局委员、广东省委书记汪洋近日在会上畅谈“做人为官”之道，他警醒在场官员，只有做好了人，做官才能成为“人官”，而不会被老百姓骂为“狗官”。不知道宿迁这个私分公款还骂人的局长大人，应归入“人官”还是“狗官”之列呢？这出闹剧带给我们的思考有很多。

　　某些单位的财务管理何以如此混乱？公款想什么时候分就什么时候分，想怎么分就怎么分，财务制度何在？监管制度何在？如果不是“分赃不均”引发内讧，是不是便皆大欢喜、你好我也好了？该局长一边破口大骂，一边理直气壮地质问：“你说逢年过节，哪家单位不考虑？你不食人家烟火吗？我们单位不表示表示么？人家怎么就没这情况？”原来，逢年过节“考虑”一下乃是不少单位的惯例。谁知道他们这么一“考虑”，有多少公款就悄无声息地进了“公仆”们的腰包。

　　某些官员何以如此嚣张？私分公款本已铸成大错，被举报后不仅没有丝毫羞惭，反倒要在大会上骂人，这样的官员还有没有是非观念，还有没有对法律对制度对纪律的敬畏？“局长就是局长，中层干部就是中层干部，普通办事员就是普通办事员，你能说这个差距不存在吗？局长拿工资本身就比普通工作人员多，国家就是这样规定的！”这话听着很耳熟，跟前段时间轰动一时的“人和人不一样”、“领导就得骑马坐轿，老百姓想要公平？臭不要脸的！”如出一辙。这充分说明，有类似“官念”的官员并非一个两个。很难想象，对待内部职工尚且如此刻薄，他们怎么能够“全心全意为人民服务”！

　　表面上看，这是“一句脏话引发的闹剧”，实际上暴露出来的还是权力缺乏有效制约的问题。没有制度制约，或虽有制度却缺乏执行的力度和刚性，愿意做“狗官”而不愿意做“人官”者便大有人在。私分公款的严重问题暴露后，却只受到“通报批评”一类轻描淡写的处理，并且处理的理由仅仅是“言语过激，用词不当”。如此处理力度，又能起到多大的警示作用呢？（乔志峰）
