How River Valley High School tragedy unfolded: Student seen holding axe, asking others to call police​

SINGAPORE - On July 19 (Monday), a Sec 4 student at River Valley High School allegedly killed a Sec 1 student on campus.

Speaking in Parliament on Tuesday (July 27), Education Minister Chan Chun Sing outlined the timeline of the incident, adding that not all details can be shared as the case is now before the Court.

11.35am​

- Towards the end of lunch break, a group of students encounters a Sec 4 student outside a toilet. He is holding an axe and asks them to call the police. The students return to their classroom and inform their teacher.

- The Sec 4 student asks another group of students in the classroom next to the toilet to call the police. The students' immediate response is the emergency 'Run-Hide-Tell' lockdown drill - they go into their classroom, lock the doors and call their form teachers for help.

- A teacher arrives at the scene and tells the student to put down the axe. He complies and is escorted away to a meeting room. Other teachers call the police and check the toilet.

- About 10 minutes later, the police arrive and take the 16-year-old Sec 4 student into custody. Police officers and Singapore Civil Defence Force (SCDF) paramedics find a 13-year-old Sec 1 student lying motionless in the toilet with multiple wounds. They pronounce him dead.

River Valley High School death: Making sense of a painful loss

It’s the sort of thing you’d never imagine reading on local headlines.

This afternoon, when news broke that a River Valley High student had been killed by another student on campus, I was utterly shocked and saddened.
The police said that when they arrived on scene, they found a 13-year-old lying motionless, with multiple wounds, in a toilet.

A 16-year-old has been arrested in connection to the death, and an axe was seized as evidence.

It seems that the Secondary 1 and Secondary 4 students did not know each other.

As I read how parents received texts and calls from their children informing them about what happened in school, my thoughts wandered to my own kids.
It’s the worse kind of nightmare a parent could have.

You send your children to school, but never expect that it might be the last time you see them, or that they would have to witness such a tragedy.
One can’t help but wonder: What happened?

Growing up, I had only heard of such crimes overseas. Gun shootings, suicide bombings… Singapore has always felt like such a safe haven compared to many other countries.

But this sense of security too — like many things we’ve experienced over the past one year — has now been shaken.

At press time, it’s unknown what could have led the student to commit such a heinous crime.

But instead of speculating, how about spending some time praying?

Before jumping to anger — at the attacker, at security protocols in school, at all other possible causes — how about taking a moment to mourn?

Update

On Tuesday, the teen appeared on screen wearing a white T-shirt and a light blue mask.

His previous lawyer Peter Fernando has been discharged, and he is now being represented by lawyers Sunil Sudheesan and Diana Ngiam.

The teen's parents and family members were present in the court gallery.

Mr Sunil asked that the court grant them five minutes to speak with the teen so they could check on his well-being.

SINGAPORE – A teenager accused of killing his River Valley High School (RVHS) schoolmate in 2021 had the murder charge he was facing reduced on Friday to that of culpable homicide not amounting to murder.
The 18-year-old boy cannot be named as he was 16 years old when he allegedly committed the offence.
Those below 18 are covered under the Children and Young Persons Act.
According to court documents, the teen used an axe to repeatedly slash the neck, head and body of a 13-year-old boy inside a toilet at RVHS in Boon Lay Avenue between 11.16am and 11.44am on July 19, 2021.
In a statement on Friday, the Attorney-General’s Chambers (AGC) said the accused had been remanded at the Institute of Mental Health (IMH) for psychiatric assessment.
Said a spokesman for the AGC: “Following extensive assessments, doctors at IMH found the accused to be suffering from major depressive disorder of moderate severity at the time of the offence.
“The (AGC) has therefore decided to proceed on an amended charge of culpable homicide not amounting to murder.”

The two boys were not known to each other, police investigations showed.
Several students saw the accused outside a toilet in the school after the incident. This prompted the emergency “Run-Hide-Tell” lockdown drill – where students go into their classrooms, lock the doors and call their form teachers for help.
During earlier proceedings, the court heard that the accused had attempted suicide in 2019 and was assessed at IMH.

In an update on July 16, 2022, the Ministry of Education said that after the incident in which the 13-year-old boy was killed, the school made an effort to look out for students and staff who needed socio-emotional support.
RVHS was resourced with additional counsellors, and mental well-being awareness talks were conducted for its students, the ministry added.
The accused, who has been in remand since the incident, took his O-level examinations as a private candidate while in custody. He is represented by lawyers Sunil Sudheesan and Joyce Khoo from Quahe Woo & Palmer.
His case will next be heard on April 6.
Offenders convicted of culpable homicide not amounting to murder can be jailed for up to 20 years, fined or caned, or receive any combination of such punishments.
Although a male offender between the ages of 18 and 50 who has been certified to be in a fit state of health by a medical officer is liable to be caned, the offence allegedly happened when the accused was under 18 years old.

Deputy Public Prosecutor Sean Teh told the court on Thursday that the teen is expected to do so in August. The case has also been transferred to the High Court.
The 18-year-old boy cannot be named as he was 16 years old when he allegedly committed the offence.
Those below 18 are covered under the Children and Young Persons Act.
He was originally handed a murder charge but it was reduced in February to that of culpable homicide not amounting to murder.

He allegedly did so with the intent to cause the younger boy’s death. The two were not known to each other, police investigations showed.
