Inflation in Singapore expected to peak in Q4 and stabilise, says DPM Wong

SINGAPORE - Inflation in Singapore is expected to peak in the next two to four months and will start to ease thereafter, said Deputy Prime Minister Lawrence Wong.
But Mr Wong, who is also Finance Minister, added that the extent of this easing towards the year end and where the new inflation rates will stabilise at are big uncertainties.
Inflation rates here may very well settle at a higher rate, given the geopolitical environment, supply chain issues and how economies are transitioning towards becoming more sustainable, said Mr Wong.

He noted that they are not likely to return to the rates Singapore had been used to over the last decade or so, as zero to 1 per cent inflation was a historical anomaly and never used to be so low.
"We will just have to pay that little bit more in order to be greener, in order to have more resilient supply chains, so we have to be prepared for that new equilibrium where inflation is concerned," said Mr Wong.
He was speaking on Monday (Aug 15) to Bloomberg editor-in-chief John Micklethwait, who had asked during an interview about inflation here, and if more could be done to help the city state's most vulnerable people.

Noting that the Monetary Authority of Singapore (MAS) has already tightened monetary policy four times in the last nine months to dampen inflation, Mr Wong said the Government continues to monitor the situation very closely.

Additionally, targeted measures to help the most vulnerable deal with rising prices have also been put in place, including a $1.5 billion support package announced in June to provide immediate relief.
"Some of the measures we have announced are still being rolled out in the coming months," Mr Wong said.
"We will continue to monitor the situation, and the assurance we give to everyone in Singapore is that if the inflation situation were to worsen, we will certainly be able to provide more assistance."

Asked if he had in mind what inflation could look like next year, Mr Wong said that economists are looking at this and will put out figures in due course. The MAS' next monetary policy statement is scheduled for October.
Beyond inflation, Mr Wong said the Government is concerned about the increasing risks for economic growth next year too.
"That is something that we are watching carefully too," he said.

Last week, the Ministry of Trade and Industry (MTI) narrowed its range for Singapore's gross domestic product growth this year to 3 per cent to 4 per cent, from an earlier projection of 3 per cent to 5 per cent.
MTI said the external demand outlook for Singapore's economy had weakened compared with three months ago, while downside risks to the global economy remain significant from the war in Ukraine, inflation and geopolitical tensions in the region.
When asked about the impending hike in goods and services tax (GST) - from 7 per cent to 8 per cent in 2023 and then to 9 per cent in 2024 - Mr Wong said that Singapore is committed to this move because of the revenue shortage it faces.
Given Singapore's rapidly ageing population and the increase in healthcare costs, Singapore has to do what is right and spend more, but also in a way that is responsible and which will not leave behind a bigger hole for the next generation.
This means increasing revenues, but in a way that is fair and progressive, said Mr Wong.
He stressed that the GST increase will not hurt lower-income households because they will be provided with more than sufficient offsets. These include the $6.6 billion Assurance Package that was first announced in 2020.
"The higher income will pay the bulk of GST," said Mr Wong.

Mr Wong was also asked by Mr Micklethwait if Singapore is planning to introduce new forms of wealth taxes to raise needed revenues.
Mr Wong said the Republic always looks at updating its tax and transfer system while ensuring that it stays fair and progressive.
"It is a system that must underpin a society where we ensure that growth is inclusive and everyone benefits from the nation's progress," he said. "That is our fundamental objective."
Singapore has not done too badly if one looks at the last decade, where the country saw broad-based income growth, relatively high levels of social mobility, and a narrowing of income inequality, he said.
But the Government will have to keep a close eye on the situation and probably "have to lean some more in the direction of more inclusive growth", he added.
He said Singapore sees a fair and progressive system as one where everyone pays some form of taxes, but that those with greater means pay more.
"It is not only done through the taxation system, but we also can do it through transfers and spending and make sure that spending is targeted at the lower income and those with greater need," he said.

SINGAPORE - Guitarist, singer, TikTok sensation and now, motorcyclist - Deputy Prime Minister Lawrence Wong has been showing he is a man of many talents outside of the office.
Mr Wong, who is also Finance Minister, rode a Royal Enfield Classic 500 motorcycle on Sunday (Aug 14) as part of a convoy to raise funds for the Children's Cancer Foundation.
Organised by Riders Aid Singapore, the event saw the convoy flagging off from Tampines Heavy Vehicle Carpark at about 1pm. More than 700 motorcyclists turned up at the event.

Mr Suriya Kumar, president of Riders Aid Singapore, said about $30,000 has been raised so far.
DPM Wong joined the convoy at about 1.45pm as the participants rode from Al-Istighfar Mosque in Pasir Ris to Loyang Tua Pek Kong Temple about 1km away.
At the temple, he gave a speech thanking the organisers for giving him the chance to ride a motorcycle after more than 20 years.

"I haven't done it for 20 over years already, the last time I did it was when I was a student in America," he said.

DPM Wong, who holds Class 2, 2A and 2B licences, said he picked up riding when he was a student in the United States, and previously owned a Suzuki street bike that he used to get around the city of Madison in Wisconsin.
"When I returned home and started work, I had a scooter for a period of time," he said.
"But it has been more than 20 years since I last rode a bike. So I was glad to have the opportunity to ride with Riders Aid Singapore this time to support a good cause."

DPM Wong autographed the motorcycle that was provided for him to use during the event. It will be kept as a display piece by the dealership in Ubi.
Mr Kumar said he had reached out to DPM Wong to be the guest of honour at the event after hearing from a grassroots leader that the minister used to ride motorcycles in his younger days.
"We reached out to him, and we were very surprised when he said he wanted to ride a bike by himself," he said. "Usually, our guests of honour would just ride pillion so we were all very excited."
As a token of appreciation, Mr Kumar presented DPM Wong with a painting of him with a motorcycle.

Ms Ng Siao Sze, assistant director for community partnerships at the Children's Cancer Foundation, thanked everyone for their support.
"(The foundation) is celebrating our 30th anniversary this year, and we could come so far only with the continuous support and generosity of spirit from all of you," she said.
"Thank you for making such a positive impact on the children and the families with cancer."

Hope everyone caught the National Day Rally this evening by PM Lee Hsien Loong.
We have come a long way in our fight against Covid-19. A big “thank you” to all our frontliners and every Singaporean, for your efforts and trust in each other and the government. We will continue to nurture this trust in society, so that we grow ever more resilient.
We still face global challenges, such as worsening US-China relations, and the impact of the Ukraine war on supply chains and food prices.
We are doing everything necessary to help Singaporeans with the cost of living, especially our middle- and lower-income families. And we are planning ahead, to give ourselves options and solutions during crises.
We are also gearing up for the next chapter of our Singapore story. That is why, together with the 4G team, I have launched the #ForwardSg exercise on the kind of Singapore we want to see for years to come - and to build a fairer and more inclusive home for all of us.

Had a chat with CNA this morning, together with Edwin Tong, to explain the moves that the government is planning to protect the current definition of marriage, even as we repeal 377A.
I know there are diverse views on these matters. Ultimately the government has to make a judgement on what we think is right for the wider good of Singapore and Singaporeans. Our proposal is to repeal 377A in a careful and controlled manner. In particular, we will take further steps to protect the current definition of marriage, as well as our family and social norms. Basically the tone of our society will remain the same; our laws and policies on families and marriage will remain the same. We hope this will enable us to arrive at a new balance that most Singaporeans will be comfortable with, and we can continue to live harmoniously together.
Ultimately, I urge everyone to exercise restraint and tolerance — let's consider how we can compromise, expand our common ground, and nurture a more cohesive and united society together.

Glad to welcome Malaysian Senior Minister and Minister of International Trade and Industry, The Honourable Dato’ Seri Mohamed Azmin Ali, during his official visit to Singapore.
Singapore and Malaysia share longstanding bilateral ties, underpinned by our strong economic and social cooperation. As close neighbours, both our countries are constantly exploring new opportunities to work closely together on multilateral and regional platforms. We have also had good progress on the discussion on collaborations in the green and digital economies.
We reaffirmed the close friendship between both countries and had a fruitful exchange of views. I look forward to meeting The Honourable Dato’ Seri Mohamed Azmin Ali again soon!

We discussed the state of Singapore-Brunei relations, and welcomed our expanding cooperation in numerous new areas, with four MOUs having been signed on the sidelines of His Majesty’s State Visit.
Singapore and Brunei have a special relationship, with close interpersonal ties at its core. I was pleased to host HRH Crown Prince Al-Muhtadee Billah when he and his family were in Singapore for the Singapore-Brunei 8th Young Leaders’ Programme in August. I also hope to visit Brunei in the near future. I wish Their Majesties an enjoyable time in Singapore!

All of us in Singapore are empowered to contribute in our different ways - including our friends with disabilities.
And the continued success of Singapore relies on not just our economic growth, but how inclusive we are as a society.
That's why I was glad to join my Parliamentary colleagues Eric Chua and Denise Phua Lay Peng, and many other business leaders, at the Inclusive Business Forum organised by SG Enable today.
The government will continue to support the employability of persons with disabilities. But employers and community groups also play a very key role. Together, we can build a better society where we celebrate and value all individuals for who they are, and what they can achieve. #ForwardSG

SINGAPORE - In 2016, Vital, an agency at the Ministry of Finance which provides corporate shared services for the entire public service, hired its first employee with disability.
Now, it has 13, and the employees' disabilities include autism, hearing impairment and physical disabilities. They carry out various roles, such as digitalisation of personnel files, finance services and processing payroll and claims.
At the start, Vital worked with SG Enable – the point agency for disability and inclusion – to find people to digitise hardcopy documents. It decided to hire those with autism after realising certain aspects of the job played to their strengths, and later decided to hire more people with disabilities.

Deputy Prime Minister Lawrence Wong on Thursday (Aug 25) cited Vital as an example of how employers, in this case the public service, and the Government can work closely to make a difference to the lives of people with disabilities.
Speaking at the Inclusive Business Forum held at Mediacorp's theatre in one-north, he urged companies thinking about being more inclusive in their hiring to first start small, then build confidence from there.
This could be through a small-scale internship programme, or with a few full-time employees to begin with, he said. SG Enable will provide support as well, from job matching and training, to job redesign and grant support.

Mr Wong said companies play the most important role in ensuring more people with disabilities are hired, while the Government will continue to play a key role by offering support.

“The Government will do everything we can,” he said. “We will continue to review our policies and programmes and the kinds of help that we extend to companies.”
Businesses must see it in their interest to hire such people – not just out of charity or social good, but because they truly believe in the benefits of disability-inclusive hiring, so that more from this group can find jobs, he added at the biennial forum organised by SG Enable.
Mr Wong noted that the employment rate of people with disabilities has increased from about 28 per cent in 2019 to about 30 per cent now.

“We can, and must, do better,” he said. “Because as we look to the future, what is clear is that the continued success of Singapore will rely not just on how much economic growth we can generate, but also how inclusive we can become as a society.”
A national disability inclusion road map released last week set a target of employing 40 per cent of people with disabilities by 2030, which means placing another estimated 10,000 people with disabilities in jobs.
Mr Wong said people with disabilities want to work, and have many valuable skills to offer if given the opportunity. “And as a society, we owe it to them to give them this opportunity.”
On the Government’s part, it has implemented initiatives such as a wage offset scheme and a grant to defray costs of workplace modifications and equipment. SG Enable provides job-matching services and facilitates training and job coaching.

Mr Wong said it is increasingly apparent that being disability-inclusive makes good business sense.
He referred to a study commissioned by SG Enable and conducted by executive search and consulting firm Heidrick & Struggles, which found employees in such companies tend to have a greater sense of purpose, leading to higher retention rates among employees.
They also generally have more collaborative and innovative culture, as well as a greater focus on customer needs, as employees become more empathetic and aware of individual differences, Mr Wong said.

In many areas, the solutions lie not just with the Government, but also employers and community groups, he said. Taking shared responsibility of caring for the vulnerable is how Singapore can refresh and strengthen its social compact, he added.
Mr Wong is leading Forward Singapore, a year-long public engagement exercise launched in June to renew the social compact.
He said: “We will continue to engage different groups, take in feedback, study the issues, and consider what further moves we can make to be more inclusive and provide better care and support for people with disabilities.”
