HEAVY rain yesterday caused floodwater to gush through several shopping malls in town. But the extent of the damage was nowhere near that caused by heavy rain almost a year ago. For the first time, Tanglin Mall was the most adversely affected building in the area, apart from others such as Liat Towers, Delfi Orchard and Orchard Towers.

Staff of the Massimo Dutti outlet at Liat Towers were seen sweeping out rainwater from the outlet around lunchtime, while neighbours Starbucks and Wendy's appeared relatively unaffected.

Lucky Plaza's basement, which was severely affected in the last flood, escaped damage. Attributing this improvement to the road-raising works, chief executive of national water agency PUB Khoo Teng Chye said: "Fortunately, most of Orchard Road did not flood... If not for the road raising, I think it would have been a worse scenario."

He revealed this yesterday at a press conference at the Environment Building, during which new Environment and Water Resources Minister Vivian Balakrishnan highlighted five key areas his ministry will examine.

Mr Khoo also pointed out that the MacPherson area, as well as the junction of Tanglin Road and Tomlinson Road and the junction of Napier Road and Tanglin Road, experienced flooding.

The floods were caused by heavy and intense rain that started as early as 6.30am, subsiding only after noon.

Mr Khoo said that the PUB had mobilised staff and contractors to the sites as soon as it received alerts of heavy rain.

Yesterday's rainfall was "more intense" than the one last June, with about 65mm recorded within 30 minutes in the morning. Last year, 100mm of rain was recorded within two hours.
