A year's jail maxf for blatantly mowing down 2 people does not sound like ACCOUNTABILITY to me. He should be charged for murder. Had he been riding a bicycle those poor souls would still be alive and well today. This is why cycling should be made the primary mode of transport while driving should be a privilege for the few that have passed stringent testing rather than issuing a license to all and sundry.

Bicycles and vehicles users should be treated equally before the law.. since cycling is a vehicle under the law....hence licenced and Insured...and face the same penalties because they are using the road and can go more than 40km/h...if cyclists hit pedestrians at that speed...injuries etc still hurt as compared to a motor vehicle at the same speed....the cyclists broke the law...and should faced the full force of the law..like a vehicle driver...
 
Be careful of insurance scammers who run in front of your car inside carparks or narrow lanes, where they know you cannot drive fast. I once braked in time, foiling the scammer's attempt to defraud me, so she took 3 steps forward and flopped on my bonnet. I told her that my dash cam recorded everything, so she walked away cursing me in Malay. LOL!

Vehicles come in different categories with different risk profiles. For example HGVs are speed restricted to 50kph. Large HGVs are limited to a max speed of 40kph.

On the other hand cars are smaller and lighter and speed restrictions are imposed according to road conditions and surroundings.

Bicycles may be classified as vehicles but because they are small and light and powered by humans there is no need for speed restrictions, insurance and registration. The red tape would outweigh the benefits.
 
Yet more proof that cars are so much more dangerous compared to bicycles. If a bicycle had hit the biker from behind it would have just been a minor incident for both parties.

This is why cars need to be registered and insured whereas bicycles don't.
