There is a new development to the FT debate.

The supply of foreigners willing to work in Singapore is not really as infinite as what the PAP believes. For foreigners to be willing to come to Singapore to work, there needs to be a premium over what the foreigner can earn elsewhere.

For a long time, this premium was quite wide which is why foreigners from PRC, India, Phillipines etc were fighting to come to Singapore. However with so many years of the FT policy, the premium has shrunk dramatically. While in absolute terms the difference is still large, the difference becomes less so if you take into account things like recruitment fees, the cost of getting a place to stay in Singapore etc.

On the Singapore side, Singaporeans have also wised up to the situation. Instead of steadfastly demanding huge premiums over the foreign counterparts, many now have wage demands which are quite attractive as compared to the Indians,PRCs and Pinoys.

Taking all the evidence into account, it might be that after years of wage suppression via the FT policy, we have now come to the point where we might be approaching wage parity. When this happens, the main driver of the PAP's economic policy is going to fall off a cliff.

现时爱下象棋的人很多，象棋中的用语也就往往变成人们日常的口头用语了。“马
后炮”便是属于这种日常的口头用语之一。有几位读者来信问道：马后炮怎么会变成了
口头语呢？马后炮的原意究竟是什么？现在我们说的马后炮与它的原意是相符的吗？

要回答这些问题，首先必须弄清楚：人们口头上常说的马后炮，到底尽包括些什么
意思呢？我没有进行普遍的调查，似乎也不需要甚至不可能对这一类问题进行普遍的调
查，因此要想对以上问题，做出完全肯定的回答还有困难。但是，大体说来，人们日常
所谓马后炮，主要是指的人们主观认识和行动落后于客观实际的某些情况。

当着一件事情发生以后，如果我们没有及时地采取必要的措施，而是过了许久才采
取一些措施，那么，照一般人的口头语，这就叫做马后炮。如果我们对于这件事情发生
的原因、经过等等，也是在很久以后才弄清楚，那就更要被批评为马后炮了。这就可见，
马后炮在一般人的口头语中，总是带着消极的涵义。这一点似乎是很明显的了。

然而，马后炮原来的意思是否果真如此，却还需要再做一番查考。从何处去查考呢？
这又是一个难题。在历史上象棋出现的时间可能稍晚，起先人们只下围棋，而不下象棋。
据汉代许慎的《说文解字》载：“奕，围棋也。”这就可见围棋出现的时间最早，所以
凡是下棋都指的围棋。又据晋代张华的《博物志》说：“尧造围棋，以教子丹朱。或云：
舜以子商均愚，故作围棋以教之。”把围棋说成是尧舜所创造，这当然是荒唐的；但是，
张华此书至少可以证明围棋在晋代以前就出现了。其他类似这样的说法还很多。周秦诸
子及《山海经》上也都有关于奕棋的记载，大概围棋早在春秋战国时代已经很流行，当
无疑义。

不过，围棋只有黑白之分，无法运用什么马后炮之类的战法。马后炮只能用于象棋，
这也是毫无疑问的。而象棋的出现，据汉代刘向的《说苑》所载，也在战国时代。这是
否可信还待考。至于有人说象棋也是创始于舜，那是杜撰。还是刘向说的创于战国时代
较有可能性，他说：“雍门周谓孟尝君曰：足下燕居斗象棋，亦斗战之事乎？”又说：
“燕则斗象棋而舞郑女。”照这个说法，战国时代已经有了象棋。不过，当时的象棋究
竟是什么样子就不得而知了。

根据多数古籍的记载，象棋被公认为北周武帝所创。如明代的杨慎、胡文焕、谢肇
淛等人都抱这样的看法。而且北周庚信有《象戏赋》《进象经赋表》两篇作品可以作证。
所谓象戏指的就是下象棋的游戏，所谓象经乃是讲解象棋的图经。

有了象棋的以后，马后炮也就出现了。

古代的象棋当然和我们现在的象棋还不一样。按明代胡文焕的《事物纪原》所载：
“象棋乃周武帝所造，有日月星辰之象，与今象棋不同。”这里虽然提到日月星辰之象，
实际上什么样子还不能确切知道。而明代上距北周，历时太久，传述也未必可靠。倒是
宋代司马光的《古局象棋图》颇有参考的价值。此图以战国七雄并峙之局，列为象戏。
七国各有一主将、一偏将、一裨将、一行人、一炮、一弓、一弩、二刀、四剑、四骑。
这就是说，一盘棋分七个部分，代表七国，下棋的人可以七个，也可以六个、五个、四
个、三个、采取合纵连横的方法；每一国有十七个棋子，其中四骑等于四个马，但是只
有一个炮。这个炮的行动规律与现在象棋中的炮差不多。

图中说明：

“一炮，直行无远近，前隔一棋乃可击物；前无所隔，及隔两棋以上，则不可击。”
这个规定显然与现在象棋中的炮基本相同。至于马的行动规律，图中又说明：
“四骑，曲行四路，谓直一斜三。”

不难设想，有四个马，可以曲行四路，那末，尽管只有一个炮，而马后炮的出现机
会一定要比在今日的象棋中更多一些。因此，我们无妨下一个断语，就是说：马后炮是
随着古象棋的出现而同时出现的。

但是，在古象棋中出现的马后炮，是很厉害的一着，它往往可以“将死”对方，正
如现在象棋中的马后炮也常常是能致对方于死地的绝招一样。这们看来，马后炮原来的
涵义是积极的，根本不同于现时人们口头所说的马后炮的那种消极的涵义。

从积极的涵义转为消极的涵义，这个变化太大了。然而，这类事情却也是常有的，
岂只马后炮而已哉？
