I think more like the person flouted the 'Entertainment ACT'.

This is dangerous as a MIW said, that some will climb up the ledge to watch the game, then someone made a comments about the underwear of the ladies seated higher up, then theyr willl be quarrels and resulting into a fight.

There will be people falling off the ledge and fall from high floors. Then there will deaths................
