The high fee is to catch the rates alive, prepare some holes in Aljunied GRC before releasing them discreetly. If not caught by Stompers or other kay pohs, can get extra bonus.

$100-$110/man/day (excludes ot) + 30-50% surcharge for urgent works + 5-10k for mobilisation/demob

But below all that commotion lies the real culprit; the failure of the agencies assigned to prevent such an infestation to uphold the rules and regulations that they are empowered to. In short, the NEA and the AVA have failed to exercise the powers bestowed upon them. They have instead moved away from their core responsibilities of ensuring a safe and liveable environment to that of pandering to the whims of interest groups so much so that they are afraid to implement unpopular measures at the expense of the very statutes that they are supposed to uphold. They have simply lost their mojo.

The rat infestation exposes four salient questions:

1 Does the rat infestation pose a hazard to the environment and health of the people?
2 Does the existence of the pack of stray dogs pose a danger to the residents and visitors to the area? Already there are reports of people being chased by the stray dogs.
3 Does the existence of unconsumed rotting food meant for the dogs pose a hazard to the environment?
4 Does the throwing of food meant for the dogs constitute a littering offence?

The answer to all of the above questions is a resounding yes. So based on that alone the NEA and the AVA should have taken more concrete actions instead of getting involved in the politics of things. Granted the rat infestation is now being tackled but that was after a video was posted in youtube although complaints about the rats have been made way before then.

And what about the dogs? Are there plans to have them culled or captured? Or do we have to wait for someone to be attacked and bitten by the dogs? And how about the dog feeders who littered the park with left-over foods? Will they be waylaid and summoned like how the smokers are being waylaid and summoned for smoking in non-smoking areas?

The rat infestation is a wake-up call for the two agencies. They must realise that they are not there to win a popularity contest. They have a job to do and they must do it regardless of the reaction from the interest groups such as the SPCA and others. It is only natural that the SPCA and animal lovers have the interest of the dogs to consider. On a sidenote, the same groups are silent about the fate of the rats although they are animals too. But we digress.

Where PAP member of parliament (MP) and Minister of State for National Development Desmond Lee was very fervent in keeping up with his attacks on the Worker's Party (WP), his sudden disappearance with the rat infestation problem and illegal dormitories has only become more glaring.

Yesterday, it was reported that some workshops in the flatted factories in the Tampines Industrial Park have been illegally converted into dormitories and housed thousands of foreign workers.

It was also discovered that these factories are also owned and managed by the Housing & Development Board (HDB).

However, questions have been asked as to why the HDB has turned a blind eye to it and allow the poor living conditions to thrive at the factories for years now.

Mr Lee's ministry oversees the HDB.

Mr Lee's ministry also oversees the Agri-Food and Veterinary Authority of Singapore (AVA), which together with the HDB, has been trying to manage the rat infestation problem.


But yet, not once has Mr Lee take responsibility for the rat infestation problem or the illegal dormitories.

In fact, Mr Lee's AVA has actually blamed the feeding of dogs for the rat infestation problem.

It was later discovered that residents at Bukit Batok where the rat infestation problem is, has reported the stray dogs to the authorities for more than two years but that the rat infestation problem was allowed to grow showed that the authorities haven't acted on it.

What has Mr Lee been doing?

Not only that, Mr Lee is also an MP at the Jurong GRC where the rat infestation problem is.

When a forum letter was addressed to the Jurong GRC on why it hasn't acted on the stray dog problem for the past two years, the Jurong GRC had actually pushed the blame to the HDB and Singapore Land Authority (SLA).

But where Mr Lee is the MP for Jurong GRC and where he is in charge of the HDB, shouldn't Mr Lee have taken responsibility anyway since both agencies are under his purview?

Moreover, if the Jurong GRC as well as HDB haven't acted on the stray dog problem for the past two years, what has Mr Lee been doing?


Similarly, what has Mr Lee been doing while the illegal dormitories in the HDB-owned and managed properties have been allowed to fester over the past many years?

Really, what has Mr Lee been doing?

When Mr Lee was attacking the Worker's Party over the Aljunied-Hougang-Punggol East Town Council (AHPETC), he said, "The key issue is accountability and transparency."

"What is important is AHPETC's lack of transparency and Ms Lim's and her fellow MPs' failure to be accountable," he also said.

But the very same can be said of Mr Lee now.


Where is his accountability? Has he failed to be transparent and accountable to Singaporeans?

He also said, "This series of excuses calls into question not only AHPETC's local competence, but also the WP leaders' integrity and national reputation."

But it looks like it is Mr Lee's very own "integrity and national reputation" which is now being called into question.

Where has he disappeared to now? Has he gone into hiding?


Where there are real issues that need to be tackled, such as with the rat infestation and illegal dormitories, Mr Lee has not uttered even a single word.

But when it comes to playing politics and attacking the WP, Mr Lee would jump on it at every step of the way.


Has Mr Lee performed his duty as an MP to his residents or is he just being trying to "fix" the opposition by playing politics?

without any vegetation to hold on to the soil, that hill will be very dangerous in heavy rains as the rainwater will wash away more soil and may result in landslide in the future. those idiots at NEA really no brain, trim the vegetation is ok but to systematically remove all vegetation will only cause more harm than good. even pouring concrete on the whole hillside is of no good as rainwater will run down the concrete and flood the area below the hill as the drainage system was not designed for that amount of water.

so, first must spend $$ to pour concrete on hillside and then must spend $$ to improve drainage. really "rice bucket" for MIW's contractors cronies.
