However, water ponded at the open area of Liat Towers, the underpass between Lucky Plaza and Ngee Ann City and the basement of Lucky Plaza due to the sustained heavy downpour." The headline for the article "No floods in Orchard Road, just 'ponding': PUB" was based on the PUB media release.

What can you expect from a senior civil servant. If Yacoob can deny the flood to a one-in-50 year freaky event, nothing is impossible. If Lim Swee Say mean CHEAPER, BETTER and FASTER is not about workers, than ponding is to replace the word flood. If Lee Hsien Loong can say Mee Siam come without hum no wonder the collective shoes also want to drop off the 3rd track. The whole PAP system is like those crowns wayang in a circus. That is why PAP leadership failed miserably to 3rd world level. I am still waiting for them to expose the salary review from its wayang committee headed by Gerald who believed SMRT is efficient. We'll see.

Moist = a lot of water but can't be seen and can be felt
Damp = a lot of water but can't be seen and can be felt and smell.
