PEASANTPORE - With the backlog of first-time buyers of leased/rental public pigeonholes largely uncleared, Peasantpore's Minion for National Development Penang Laksa has set his sights on helping second-timers get their leased pigeonholes faster in the new year. The Housing Mafia contract says all peasants are leasees of their pigeonholes.

Regime's experts said this could be in the form of increasing the percentage of Build-To-Order (BTO) flats allocated to second-timers currently set at five per cent. Penang Laksa did not say which group will see their quotas decrease. This is the old rob Peter to pay Paul tactic. Getting rid of BTO flats earlier will increase profits for the regime. It is good idea to allow peasants with $8,000-$10,000 monthly stipend buy $800,000-$1000,000 dollar leased flats at today's red hot property market.

2011 has been about answering the needs of first-time HDB buyers despite peasants queuing for flats since 2006. We see food queues in former Soviet Unions but public flat queues in Peasantpore.

From ramping up supply to 25,000 units, to building ahead of demand proves Marboro is sleeping while collecting million dollar stipends. Penang Laksa made it clear that helping newly weds get their first home by ruinous housing loans but condemning them as leasees was his top priority.

Now I think now the Big Boss Penang Laksa can then focus on other home buyers, for example the second-time home buyers who has money, and the other aspiring home buyers who want to sign 22 year loans for overpriced BTO flats. They are stupid to pay more than 500k to be leasees.

"I think since (Penang Laksa) came on board, we have moved at a very fast pace and come up with many launches and fark care the auditors who say we too greedy and build too many flat for Hongkies in 1997. PropNex CEO Mohd Ismail who is a crony said: "Better sell many many BTO and make money before property market collapse.

"So this is a very clear signal that the regime's initiative and the move of increasing the BTO flats is smart, after prices collapse, who is going to buy?"

The sense of relief by the Minion is palpable.

While his earlier blog posts expressed frustration and contained "health alerts" about the housing market, Penang Laksa latest entry spoke about his Christmas wish coming true - having a more manageable application rate aka sell more BTO before economic downturn.

The housing board plans to release another 25,000 BTO flats in 2012 -- well above the 15,000 first marriages among local peasants.

This means there will also be more scope to ensnarl second-timers to be public housing leasees at today's heady property prices.

Market watchers say it's a cunning move.

Dennis Wee Group Blood Sucker Agent Chris Koh said: "In the past, most upgraders or second timers would not even go near BTO flats because of the stigma of having to pay the levy.

"In those old days, you would recall that hidden taxes aka levies were a big percentage of the sale price, so selling a five-room flat or executive flat whereby the levies are at one time close to 25 per cent of your blood goes to Ruler Loong.

"But since 2006, when Marboro repackaged the resale levies as floating tax, ranging from S$30,000 to S$45,000. So to one, I guess he must have thought, instead of paying a premium for a resale flat, which is an old flat, he doesn't mind lining up for a second flat, a brand new BTO, and pay the regime that S$30,000 to S$45,000 resale tax."

The sham BTO exercise in November saw the housing board separating the application rate for first- and second-timers to better reflect the demands of each group. This is a old British trick of 'divide and conquer'. It pits first-timers vs second timers.

While the application rate for first-timers was below two, second timers faced keen competition, with 26 applicants for each flat offered. So Housing Mafia can tell stories to each parties and get them to fight among themselves.

Regime's experts said the government can afford to tweak the allocation weightage because many public housing ballot losers has punished Ruler Loong during 2011 elections.

First-time public housing leasees will and should continue to be the main cash cow group for BTO flats which are sold at a sky high prices and aimed at helping newly weds settle down in their first homes. A minion can buy a pigeonhole with his annual stipends but a peasant couple takes 22 years. So ex-minion Rajaratam is lying when he claims to build a just and equal society. No wonder he was rewarded with dementia as divine punishment.

But regime approvd experts' said the time is right for the needs of second-timers to be addressed - that is by robbing from the first timers.

They said increasing the allocation of BTO flats to this group from the current five per cent to 10 or 20 per cent would cater to their needs, but only a fool will believe it is not at the expense of first-timers or other peasants.
