SINGAPORE: Over the last five years, about 14 per cent of full-time national servicemen (NSF) who were convicted for being absent without leave (AWOL) cited financial hardship as the main reason.
This figure is equivalent to about 28 AWOL offenders convicted in the General Court Martial each year, Senior Minister of State for Defence Maliki Osman told Parliament on Monday (Sep 10).


Dr Maliki was responding to a question by Non-Constituency Member of Parliament Leon Perera regarding Singapore Armed Forces (SAF) NSFs who need financial assistance.
"AWOL is a serious offence, so SAF will continue to take stern disciplinary action against servicemen who commit AWOL offences," he said.
However, Dr Maliki said SAF tries to understand the circumstances these NSFs face, pointing out that the number of NSFs who receive financial assistance but still commit AWOL offences is "very small".
Of the cases reported in 2017, only one serviceman went AWOL despite getting financial help, he said.


Dr Maliki said an average of 120 NSFs receive the Term Financial Assistance (TFA) each year. TFA is a form of monthly assistance that can be provided as long as the NSFs are serving their full-time National Service.
The sums given range from less than S$100 to a few thousand dollars each month, for an average of eight months, he said.
"The TFA eligibility criteria and quantum provided are similar to public financial assistance schemes," Dr Maliki said.
"Family size, income and expenditure needs are considered and additional support is provided for families with school-going children and/or members with recurrent medical conditions."
Dr Maliki added that when processing applications, commanders conduct interviews and home visits to better understand the NSFs' family situation. He stated that about 80 per cent of applications are approved each year.
"The TFA grants were given to most recipients within two weeks of submitting the completed application," he continued.
In addition to the TFA, commanding officers or department heads can give quick financial aid in the form of a one-off Contingency Grant of up to S$500, or the Welfare Grant for higher amounts, Dr Maliki said.
"These schemes benefit more than 50 NSFs each year," he added.
When Mr Perera asked if Dr Maliki could elaborate on NSFs who are charged for taking up paid work, the latter said he was unaware of such details.
"On NSFs taking paid work, they know they are not supposed to take paid work," he said.
"But upon enlistment, we inform NSFs at any point in time if they need financial assistance, they can come to their commanding officers, OCs (officer commanding) and commanders to seek help wherever necessary."
Nevertheless, Dr Maliki said financial assistance is not just provided by the SAF.
"There are many different touch points … maybe the schools, hospitals or the community," he added. "So, we look at where these touch points are and we help them."

I knew it from my NS days decades ago, that 2~3 AWOL in the DB family badly needs $$$$ starving, went AWOL to do jobs to rescue family.

PAP wants them to rescue SAF & PAP still. Put them in DB.
 
I know of friends who were the only breadwinner before they were enlisted in NS. Their NS take home allowance were miserable and they have to struggle for at least 2 years with army mediocre allowance before they can finally ORD and come out to work full time to feed their family. This already happened decades ago, why now than took notice?

I agree, it is not new and everyone in the NS knew about many similar incidents of recruit working part-time after taking off their uniform. I am also not surprised that the trend will go up, with every silly hikes the govt has imposed on the people and their family. Army is no longer killing the NS men, but their family too. Time to rethink its purposes.
 
This is 2018 & NSF broke & have no money still going on..after 50 years of NS? I remember my days, the Hokkien Peng cook, every month struggling to feed his wife & kid was always sharing his sorrows with me & have lent him small amount of money...which I never asked back...finally, he couldn't take it anymore..he went AWOL. Som are luckier in life I guessed..can washed test tubes for 12 years or run to another country and have his book, made into a movie...while lower SES are hunted like 'rabbits' by the MP & bring to DB...
 
When i was an instructor at BMTC school II, there was a recruit who asked me can he don't book out, coz he stay in Jurong west, the journey is long; take bus and mrt waste money. He wants to stay back during weekends and eat free cookhouse food to save money because he's got no money. Then there is the opposite end of the spectrum. On one of the recruits' first book out, he asked sincerely can his dad pick him up at the SAF ferry terminal using his boat. Needless to say, both are negative...
 
Lanjiao. They still charged and convict. Crocrodile tears now? We have ns boys who are poor. Usually we dont charge.
 
If you don't pay them but you say they can go to your for assistance, WTH do you assist them with then? To get poorer or sign extra/go DB?
 
Another sign that the PAP has lost touch with the ground.
Foreigners who need not serve NS are invited in by PAP to steal our lunch while locals are suffering.
How can a govt like that win 70% of the votes-really defies logic

The NSFs should have approached their nearest RC for help. We are very prompt in helping our residents. We are all kaki nang, our own people.

Maybe he found the DB a better place than his unit. :biggrin:


FYI the KKJ CO who threw his men to DB == like PAP MENTOR == ADVISED the AWOL guys that they should had SIGNED ON EARLIER Instead of AWOL, got more $$$ like himself, now AWOL already will be REJECTED from Sign On by SAF. He said his men AWOL very stupid. He fucking smart!
 
In ang mor lands,,,men join the defence force to feed the family,,,in singkieland the conscripts starve for the PAP,,,,uniquely singkieland,,,and yet got 70% support,,,pap must really be doing right things for the conscripts,,,
