Our current PAP government educational system is a modification of public school and independent school. I belief, our opposition can do better than PAP in public education by reducing the middle class and the poor Singaporean child expenses.
Independent School
An independent school is a school which is independent in terms of its finances and governance; it is not dependent upon national or local government for financing its operations nor reliant on taxpayer contributions, and is instead funded by a combination of tuition charges, gifts, and in some cases the investment yield of an endowment. It is governed by a board of directors that is elected by an independent means and a system of governance that ensures its independent operation. It may receive government funds. However, its board must be independent.
The terms independent school, international school and private school are often synonyms in popular usage. Independent schools may have a religious affiliation, but the more precise usage of the term excludes parochial and other schools if there is a financial dependence upon, or governance subordinate to, outside organizations. These definitions generally apply equally to primary education, secondary education, and tertiary education institutions.
The independent school or international school or private school shall branch out the school to the major cities for providing education to the overseas Singaporean and the cities foreign students. In Singapore, our immigration department shall issues student pass for our foreign students.
Public School
A public school is an educational institution that is funded with tax revenue and most commonly administered by a local government or government agency. In Singapore, our public school shall provide education service for our middle class and poor Singaporean child education. Due to Singapore unable to meet the number of student that we needed, we will extend our public school service to permanent resident and scholar who agreed to convert as a Permanent Residents and serve for National Service (included female).
Public School shall under one roof.
Due to Singapore land is too expensive; the Ministry of Education shall build only a single school for primary education, secondary education, and tertiary education institution in Pulau Tekong or Pulau Ubin to cut down the usage of land. Whereby, our students will able to share the same school facilities and resources.
We will continue to segregate our school into Science stream, Art stream, Commence stream, Technical stream, Sport steam, Uniform stream and Special steam for those who leave behind.
Due to our Singaporean working 24 hours rotation shift, the public school will provide after and before school care for 24 hours rotation shift. Whereby some of the poor family children who stay in one room flat, two rooms flat and three rooms flat that unable to do homework at home can stay in the school care.
Public School Fund Raising
Our Skill Development Fund Board, CDAC, SINDA and other education funding organization shall provide tuition fund regardless race, religion, family background and student scoring mark
The community chest shall has fund raising for student school fee, uniform, shoes, bag, book, stationery, school care and food and drink regardless race, religion, family background and student scoring mark Furthermore, for parent who had child who study in public school shall pay minimum 1% of monthly salary into the community chest education fund. The government shall enforce 0.1% of personal monthly salary into the community chest fund and minimum 1% of net income of a yearly organization profit.
The ministry of education can leasing out the school premises for private school or any organization to provide income for the ministry. The leasing price shall be 40% lower than the market price for attracts more people to use the facilities.
Conclusion
Public school shall not operate in the independent school system which had more individual self interest and choices. We must try to reduce the wasted of facilities and resource to cut down the expenses. We also must find way for raising fund to cut down middle class and poor family burden in child education issues. We must create more jobs for Singapore to involve in our education system.
