SINGAPORE will have a new police chief when current Police Commissioner Khoo Boon Hui passes the baton on to Director of Prisons Ng Joo Hee on Feb 1 next year.

Mr Ng, 43, is no stranger to the police force, having left it more than two years ago to lead the prisons.

In his 24 years in public service, he has held positions in various government ministries and the Internal Security Department.

He helped set up and lead the police's elite Special Tactics and Rescue (Star) unit, which specialises in hostage rescue, and was the former Central Police Division commander.

Mr Khoo, 55, will become Senior Deputy Secretary at the Ministry of Home Affairs (MHA), said a statement from the ministry yesterday.

One of Singapore's longest-serving police chiefs, Mr Khoo joined the force in 1977, rising to the top post two decades later.

This is a mis-conception, in history man younger person achieve greater things when they are young.

I agree with your statement on matters of achievements.

However, for a Police Chief or Chief of Arm Forces; this is a very senior position which requires respect from all levels with different age group.

At 43, it doesn't really inspire much confidence to anyone. Its already a joke in the arm forces to the rest of the world. Comparatively to other countries like US, UK,HK,etc, respect comes from seniority and proven experience in the field, not just advancement from one position to another.

Aiyah, what respect and experience, at this age he would be enough to implement changes and newer ways of police enforcement. If he reaches 50 , he would be too entrenced in the system and may not able to implement changes

Ng Joo Hee has done everything for himself. His first love is the outdoors. Can't be bothered about policy, police work or management. He asked for and was given jobs that is not even on the critical path to good policing. He even managed to lose investigation files in a public car park. Has avoided every sensitive job or jobs that can test his mettle.

To make it worse, he replaces a guy who progressively lowered the bar until there is no bar. Just by turning up for work each day, would be feather in his cap.

For the very first time a key institution would be on autopilot driven hopefully by responsible line managers. The only positive is that it has been on autopilot for the last few years.

Why a scholar was given command of the STAR team at his request and they had to change the rank structure upwards is beyond me.

The civil service is truly amazing in Singapore and nothing goes by logic or transparency anymore. The guy least to deserve credit will get the promotion logic works in this system.

You are correct on the autopilot part; those below will do their uptmost to maintain the system for their own advancement while the top can screw up in any which way. There are too many visible flaws appearing in the system.

Many good ones left after being disillusioned with the system they swore their lives to protect and to uphold when they were much younger.

That is what happens when you put the same person at the helm for too long.

That is because it is all about impression in the civil service. They dun have to do any work, they just have to 'appear' doing work. Just like our MPs.

It is sad isn't it. All the top Police scholars like Leo Yip, Heng Swee Kiat ended being perm sec and equivalent grade nearly 10 years ago and this CP has moved laterally to Sr Deputy Sec. These guys who are much more junior yet had outstripped the CP years ago. Ong Kian Min who is am MP, loaded businessman and Lawyer.

Now you know why police standards have dropped, more of them get into trouble with law, etc.

Gosh... this guy was a schoolmate ... and really, by peers' standards, is way-below-par. We would have laughed our guts out if someone at that time, predicted that he was going to be police chief "when he grows up":eek:

But having said that, things might have changed since.. we were 12-14 year-olds then ;-)

The Home Affair Minister, what is his age? doesn't command much respect either, by virtue of his 'glue' to the seat...in any other countries would have long being removed or commited harakiri...

First, let me start to say that I am always impressed by your good posts, comments and information. You are very knowledgeable and most of your comments you make are fair-comments.

Could you explain to people not in the know, like myself about how the STAR team had to change their rank structure upwards. Thanks.
