1. in the first place, the capacity and capability to speak english does not depend on one's race, ethnic group or color or culture.
2. it is the individual's efforts and educational background.

I have no problems understanding the English spoken by Malay / Indian aunties / uncles (those born in Singaporeans, not Indian from India).

the real crux of the problem is the PRCs / uncles / aunties (non English literate) who could not understand the English spoken. For this group, even if you ask Oxford/ Cambridge English professor speak also catch no ball...

Whereas 2/3 of the world speak Chinese style grammar 三家一多少？pommy have to switch backward 'how much is 3 plus 1? which is too slow for the brain.

pommie style speaking must wait for speaker finishes then can compute. Chinese fastest before before speaker finish saying already compute in the brain and have the answer.
