I understand that she was marketed not online but on the phone as under age and the price for it. Thus the prosecution of the clients which is never done for above age. Where they are not specifically told about the age, the Police will still charge if they are underage. The client then makes representation to AG or fight the case. Clients below I think 23 have special grounds to mitigate.
