The main point is to create jobs for its various crony contractors, an entire town's 'upgrading' project is highly lucrative.

Agree, the pathment outside my block was being done 3 times over the spend of 2 years. First project was to convince the town that the pathment has to be done, 2nd project was to deliberately do something wrong so that they can expect a 3rd project to make it right. No wonder the town kept saying cost is high.
