Participants are always taught that buying time is cardinal to allow options and more options to present to the terrorists as well as the negotiators. Buying time is also critical for more intelligence to be gathered, for your special forces to prepare rescue operations.

Honestly, you don't need to attend these courses to be familiar with this subject matter. It is all common sense. Surely a grad from Cambridge should be more intelligent than an average Joe.
