Singapore is in close contact with Indian authorities to seek exemption from the country’s ban on the export of non-basmati rice, said the Singapore Food Agency (SFA) on Friday.

India, the world’s biggest rice exporter, banned some overseas sales of rice with immediate effect last Thursday.

India’s consumer affairs and food ministry said the country would ban exports of non-basmati white rice, which accounts for about a quarter of its total exports.

The move would “ensure adequate availability” and “allay the rise in prices in the domestic market”, it added. Non-basmati rice from India makes up about 17 per cent of Singapore’s imported rice, SFA said.

“SFA is working closely with importers to increase the import of different varieties of rice from various sources. Singapore is also in close contact with the Indian authorities to seek exemption from the ban,” said SFA in its statement.

Countries expected to be hit by the ban include African nations, Turkey, Syria, and Pakistan – all of them already struggling with high food-price inflation, the firm added.

Global demand saw Indian exports of non-basmati white rice jump 35 per cent year-on-year in the second quarter, said India’s consumer affairs and food ministry at the time of the announcement.

The increase came even after the Indian government banned broken rice shipments and imposed a 20 per cent export tax on white rice in September.

Barramundi Group stops farming sea bass in Singapore due to deadly virus outbreak

As at June 2023, Barramundi Group has harvested all of its Asian sea bass, also known as barramundi, and stopped stocking its three ocean-based farm sites with juvenile fish due to outbreaks caused by the scale drop disease virus (SDDV).

The pathogen, which occurs naturally in Singapore and parts of South-east Asia, can kill more than half a pen of barramundi, which is often touted as the salmon of the tropics.

Responding to queries from ST, SFA said last Wednesday (Jul 26) that farms in the Johor Strait - where the majority of Singapore’s fish farms are located - occasionally reported signs of the virus, which results in scale loss and fin erosion, among other symptoms.

Apart from barramundi and yellowfin seabream, the virus is not known to infect other species of fish. A 2021 study suggests that SDDV affects farmed yellowfin seabream.

Barramundi Group’s annual report for financial year (FY) 2022, published on Jun 23, states that farming at its Singapore sites off Pulau Semakau, Pulau Senang and St John’s Island will be held off until “an efficacious vaccine is available, for animal welfare and ethical reasons”.

A presentation by the group in February reported that an SDDV outbreak at its Semakau site in December 2021 caused elevated mortalities among farmed sea bass that lasted throughout the first quarter of 2022, with the site harvested out later in the year.

In response to queries by ST, Barramundi Group said the virus has caused “significant mortalities and financial losses” for its operations in Singapore. It recorded a loss of S$31.9 million for FY2022.

Brunei will become Barramundi Group’s base for fish production, and the harvested sea bass will be processed and shipped to Singapore and international markets, the FY2022 report added.

Our Singapore operations will continue to focus on aqua-tech capabilities such as vaccine and therapeutics development, veterinary and animal health, broodstock (fish used for breeding purposes) research and development, and the supply of high-quality fry and fingerlings,” a spokesman for the company told ST on Jul 18.

The firm operates a hatchery, nursery and broodstock facility at SFA’s Marine Aquaculture Centre on St John’s Island, and the juvenile fish are sent to research institutes and other local fish farms.

There are plans to export fish fry, or newly hatched barramundi, to places including overseas farms.

Singapore is seeking alternative sources of green-energy imports to meet its ambitious climate goals, as talks with Indonesia continue to stall.

Officials from Singapore have already started visiting other countries, mostly around Southeast Asia, to secure supplies of renewable energy, said Senior Minister Teo Chee Hean.

Speaking to Indonesian news outlets in Singapore earlier this month, Teo said the country was looking for sources of green electricity “not just from Indonesia”.

He said a number of Australian companies were also interested in supplying green electricity to the city state. Singapore aims to achieve net-zero carbon emissions by 2050, but its small size and location present challenges for domestic production of renewable energy.

“Every country right now is working on a very tight timeline commitment for its climate goals,” said Putra Adhiguna, an energy specialist with the Institute for Energy Economics and Financial Analysis (IEEFA).

In 2011, an Indonesian senior minister unexpectedly called for a reduction in gas exports to Singapore, while in 2020, Indonesia announced plans to terminate one of the two gas pipelines to Singapore by 2023. The contract was ultimately renewed in late 2022.

Indonesia banned exports of renewable energy last year to preserve green power for its domestic industries.

This came as a shock to the numerous Singaporean firms who had already signed deals with their Indonesian counterparts to generate renewable energy in Indonesia and export it to the city state, experts say.
