I am not an English expert, but only attended a so called English school in SG. However, the establishment will claim that he is a bilingual SAFOS. He may be a scholar, may be fluent in Mandarin, but based on what I have read, his spoken English is apparently average.
Perhaps, they needed a trustworthy individual who is fluent in Mandarin to be a union leader. But I believe that a union leader should not be affiliated with the ruling government.
I agree that it should be "go on the OFFENSIVE."
