Ministry of Health, Singapore has just released new fee benchmarks for hospital fees, surgeon and anaesthetist professional fees for the private healthcare sector. This is part of a larger strategy to manage healthcare costs.
The fee benchmarks were first published in 2018. They have been effective in making charges more transparent and moderating increases in fees.
About 90% of doctors have been charging within the recommended surgeon fee benchmarks since its introduction.
The new fee benchmarks take into account cost increases; and include new benchmarks for hospital charges and professional fees.
Fee benchmarks are not mandatory. We also recognise that healthcare providers can be different in terms of their treatment and services, so price is only one aspect of the care they deliver.
Nevertheless, benchmarks serve as important reference points, for patients to compare costs, and doctors to decide on their charges.

The Singapore Health Sciences Authority (HSA) has been recognised by the World Health Organization (WHO) as a Stringent Regulatory Authority for high-risk in vitro diagnostic (IVD) medical devices.
IVDs are devices and tests used to detect conditions like HIV, HPV and Malaria. With this newly-attained status, IVDs that have been approved by HSA can potentially save time when registering in other countries.
HSA is one of only six regulatory authorities in the world to receive this recognition. This does not only benefit Singapore. It also benefits other countries in their timely access to these critical medical devices, which in turn supports global health equity.
Congratulations to the HSA team! Another feather in your cap.

Last evening, at the National Awards (COVID-19) Investiture, we recognised over 100 individuals and 450 teams for their outstanding contributions to Singapore’s fight against COVID-19. There are a total of 100,000 award recipients, who will receive their awards in various ceremonies in the coming weeks.
The award recipients come from different backgrounds with varied contributions. This included members of the healthcare family such as my Ministry of Health, Singapore colleagues, who planned and managed our pandemic response, working in collaboration with our partner Government agencies and the private sector.
Other recipients included our community care partners who cared for their residents and clients while implementing COVID protocols and SMMs to keep them safe. For example, Stroke Support Station continued providing post-stroke rehabilitation services while Yong-En Care Centre cared for our seniors, especially those requiring dementia care.
I also met two Scoot cabin crew who received the Medal of Valour (COVID-19) for bringing back more than 200 Singaporeans and their families from Wuhan when the disease first broke out.
Congratulations to all recipients and thank you for your service.

13 year old Falisha Binte Zafilin was diagnosed with Primary Sclerosing Cholangitis at the age of six. Eventually, she underwent a liver transplant which required blood transfusion. Today, she is doing much better and is in secondary two. Blood donors helped save her life.
On this special day, we recognised the contributions of 1,876 blood donors and 29 blood mobile organisers. They have collectively replenished our blood stocks and kept our healthcare system going.
At today's #WorldBloodDonorDay event, I also shared that the Health Sciences Authority will be easing the variant Creutzfeldt-Jakob Disease restriction on individuals who have previously resided in France, Ireland, and the United Kingdom (UK). This group can make blood donations by the end of the year.
Having once lived in the UK myself during my university days, I look forward to donating blood and doing my part too.
I sincerely thank HSA, Singapore Red Cross, our blood mobile organisers and all our donors for being part of this life-saving community.

Had a delightful dialogue with students attending the National Young Leader Fellowship 2023. This is one of the key programmes run by the Halogen Foundation, a charity dedicated to developing young people. They had me enter the room with ‘Viva La Vida’ playing, then grilled me on how I make decisions and judgement calls, and ended with a nice 0.5 selfie. All the best in your growing up journey!

Visited the #HealthierSG Task Group Operations Centre at Novena Square.
These are the officers who are planning and coordinating the implementation of Healthier SG. They used to be our COVID-19 fighters, planning and implementing testing, vaccination and home recovery operations.
Now, in relatively peacetime, they pivot their roles to Healthier SG.
They are looking into every aspect of the system, from helping GPs to participate, charting the resident journey, consolidating community activities to encouraging enrolment and data monitoring.
The COVID-19 experience has given them the skills and capabilities to coordinate and implement a major national programme like Healthier SG.
Spoke with several officers about their experiences working on Healthier SG. They came from all walks of life before joining Ministry of Health, Singapore to fight COVID-19. They were enthusiastic and excited about this new preventive care strategy.
Thank you all for your hard work and dedication.

I joined the Unlabelled RUN today, which is back after COVID-19 with a record turnout of runners.
It is organised by The New Charis Mission (TNCM), which for 16 years has helped over 3,000 ex-offenders restart their lives. I heard many stories of repeat offenders, in and out of prison numerous times, but found their faith, purpose and support with TNCM. Many are now working for TNCM, paying it forward and impacting more lives.
TNCM has now taken its mission further, to encourage people to look beyond the labels we all carry, to know our intrinsic selves better. Hence the call to "drop the label, see the people". These labels are invisible, yet so prominent.
I salute the work of The New Charis Mission.

This year, our Kampung mosque in Sembawang, Masjid Petempatan, is one of the two mosques in Singapore selected to manage the korban.
It is a day of sacrifice and charity. I wish all our Muslim residents, Selamat Hari Raya Aidiladha!
