Supporting Students in Financial Need: School Meal Subsidies to Continue Till End of Circuit Breaker Extension


1. The Ministry of Education (MOE) had earlier provided school meal subsidies in the form of School Smartcard top-ups to all Primary and Secondary students from low-income families during the period of Full Home-Based Learning. This coincided with the original Circuit Breaker (CB) period which was up to 4 May 2020. MOE is grateful that the Community Foundation of Singapore (CFS) had come in as a partner for this effort earlier.

2. The CB period is now extended by another 4 weeks to 1 June 2020, and the mid-year school break will be advanced to May. Typically, meal subsidies are not provided during school holidays. However, given the exceptional circumstances this year, together with the Straits Times School Pocket Money Fund (STSPMF), MOE has decided to continue providing meal subsidies through School Smartcard top-ups during this mid-year holidays. STSPMF has committed up to $2 million for this effort. Depending on the amount utilised, the contribution by STSPMF will be matched dollar for dollar by MOE.

3. This top-up is expected to help more than 47,000 Primary and Secondary students on the MOE Financial Assistance Scheme (FAS), MOE Independent School Bursary (ISB)1, and Special Education (SPED) FAS, who have been receiving meal subsidies during school term. Primary and Secondary students will be receiving $60 and $120 respectively via two top-ups to their School Smartcard, which they can use to purchase food and essential groceries at selected hawker centres, food courts, minimarts, convenience stores and supermarkets2. Students can redeem the first top-up at TransitLink Add Value Machines from 5 May 2020, and the second top-up from 18 May 2020. The redemption for both top-ups will end on 10 June 2020. Eligible MOE ISB and SPED FAS students will be separately informed by their schools of the disbursement arrangements.

COVID-19: Education Minister issues correction directions to Singapore States Times

SINGAPORE — A Facebook post that alleged that Singapore schools are responsible for at least 50 cases of COVID-19 infection among students and teachers was deemed a false statement of fact by Education Minister Ong Ye Kung.
Ong has instructed the Protection from Online Falsehoods and Manipulation Act (POFMA) Office to issue two correction directions to the Facebook page of Singapore States Times (SST), and the personal Facebook page of Alex Tan, the SST administrator who shared the original post.
Facebook was also served a target correction direction to communicate a correction notice to all Singapore users, according to a media release from the POFMA Office on Tuesday (5 May).
None of alleged student infections traced back to schools
The SST Facebook page had published a post on Monday (4 May) which stated that “Education Minister Ong Ye Kung is responsible for numerous infections in schools after he refused to close down the schools. The schools were only closed on April 3rd, but at least 50 students and teachers were already infected”.
The statements implied that the students and teachers had become infected with COVID-19 as a result of transmission in schools. Ong has deemed the statements to be false.
The Singapore government clarified on its fact-checking website Factually that, as of 3 April, there were 69 students and staff reported to have been infected with COVID-19.
However, all except three unlinked cases were attributed – after contact tracing and investigations – to transmission via overseas travel, within households, social settings and a non-school workplace (for a part-time student). None of the 69 infections were traced back to Ministry of Education schools, including the Institutes of Higher Learning.
Efforts to ensure safe learning environment
The Singapore government said on the Factually website that schools and teachers have put in “tremendous effort” to ensure students can learn in a safe environment, even before the full Home-Based Learning (HBL) period on 8 April.
“Precautionary measures included establishing new hygiene and cleaning routines for our students, fixed seating and assigned play areas, suspension of co-curricular activities, and placing students who are unwell, have a travel history, or who stay with family members who have a travel history, on a Leave of Absence,” it said on the website.
When schools moved to full HBL on 8 April as part of the circuit breaker measures, their closures did not become a major disruption.
“If MOE had simply closed schools early, say from Feb 2020, we would have disrupted lives significantly, and the impact on students from vulnerable backgrounds would have been immense,” the Singapore government said.
“Instead, we have kept schools open as long as possible, while keeping our students safe.”

COVID-19: Attending schools is compulsory upon reopening on 2 June – Ong Ye Kung


SINGAPORE — Education Minister Ong Ye Kung said that attending school is compulsory for students when schools reopen on 2 June as Singapore exits its COVID-19 circuit breaker period.
He said in a post on his Facebook page on Thursday (21 May) that unless there are specific concerns arising from medical conditions, his ministry cannot make attending school voluntary.
Ong was addressing some of the concerns of parents as schools are set to resume in two phases, amid a handful of community COVID-19 infections daily.
For the first phase, which is set to last a few weeks, primary and secondary students from graduating cohorts – Primary 6, Secondary 4 and 5 – will attend school from Mondays to Fridays. Students from other cohorts – Primary 1 to 5 and Secondary 1 to 3 – will rotate weekly between home-based learning (HBL) and returning to school for lessons.
In Phase 2, in tandem with the broader easing at the national level, possibly in a few weeks’ time, all students will return to school from Mondays to Fridays.

We cannot keep our children at home for so long: Ong

Addressing some parents’ concerns that they don’t feel safe sending their children back to school, Ong gave three reasons why attending school is compulsory for students from 2 June.
“First, it is likely that COVID-19 will stay with us for more than a year, and until a vaccine is available. We simply cannot keep our children at home for so long,” he said in his Facebook post.
“The impact on their socio-emotional and mental well-being will be serious. Having brought community transmission to a low and controlled level, we should resume school, reclaim a sense of normalcy, while taking many precautions.
“Second, a voluntary system for parents is not good for the morale of both students and teachers. It segregates students into those whose families are able to provide care at home, and those who can’t. Teachers will end up having to juggle between classroom teaching and facilitating HBL for every lesson, which is not sustainable.
“Lastly, keeping our children away from school does not guarantee that they will be safe from COVID-19 either. Family members have to go to work, and a large proportion of transmission to children has been from their family members.”

How to make schools safe

Ong added that many countries have realised that schools cannot be closed indefinitely, and are making plans to reopen theirs, even though their
number of community cases is much higher than Singapore’s.
He assured parents that schools will do their utmost to keep the students and staff safe.
“We have a holistic system of safe management, comprising health screening for everyone entering the school, cohortisation of students, good hygiene practices and safe distancing,” he said in his post.
“By working together, exercising personal responsibility, plus maintaining high levels of personal hygiene and environmental cleanliness, our children can return to school in a safe manner.”

Face shields for all pre-school, primary school students

Ong also addressed two other major concerns in his Facebook post. For young children who may have problems wearing a face masks for the whole day at school, Ong said they can wear either a face mask or a face shield when in school or on campus.
“Schools will be arranging to distribute face shields to all pre-school and primary school students in Term 3,” he said. “Teachers will help the young children get used to the masks or shields with time. If there are special circumstances, teachers will also exercise flexibility.”
As for parents going back to work on 2 June who have difficulty planning for childcare arrangements, Ong urged them to approach their child’s school for assistance. He said that schools will be prepared to extended “limited care” to young students on HBL, but without childcare arrangements.

In response to another back to school update, a netizen recently reminded Singapore Minister for Education Ong Ye Kung not to downplay Covid-19. In a serious tone, the netizen cautioned Mr Ong saying that he should do all that is necessary to prevent the spread of the virus and avoid getting himself into a similar situation as Singapore’s Manpower Minister Josephine Teo. The Manpower minister has been under public scrutiny for her handling of Covid-19 in the nation’s foreign worker dormitories among other things.

Mr Ong on Friday (May 22) shared on his Facebook page an update on how some schools had begun opening classes for graduating students. After paying a visit to P6s in CHIJ Our Lady Queen of Peace, he reported that the students were glad to finally be able to socialise after weeks of being home. “Everyone told me they are delighted to be back in school,” wrote Mr Ong. “The main reason? They can see their friends again – with safe distancing of course.”

Despite the pressing concerns raised by parents, the Ministry for Education (MOE) announced that schools would gradually reopen come June 2 with a new rotation system and heightened safety measures. Since this announcement was made, parents have voiced out their issues with their children returning to school. Among these are the length of time children will have to don a mask and the risk posed by their daily commute to classes. Other parents even asked Mr Ong if their children could stick to Home Based Learning (HBL) so their kids can remain safe at home. In response to this, Mr Ong made it clear that the MOE “cannot make attending school voluntary,” raising several supporting arguments for this decision.

In light of this, Facebook user Oliver Choy recently addressed Mr Ong in a Facebook comment, leaving the Minister with a word of warning in the place of a word of encouragement. “Don’t end up like Josephine Teo,” wrote Mr Choy.

Another netizen said that students should only return to school after the effects of Singapore exiting the Circuit Breaker are seen, drawing a particular analogy highlighting how children should be protected. “We don’t put children along the front lines.”

People’s Voice founder and political activist Lim Tean has slammed Singapore Minister for Education Ong Ye Kung for remaining resolute in his decision to reopen schools despite the public uproar this decision has caused.

Mr Lim on Tuesday (May 26) took to Facebook to publicly call out Mr Ong not only for his decision to continue with reopening schools, but also for his denial of the request of some parents to stick to Home Based Learning (HBL) to limit the risk of their children catching Covid-19.

According to recent reports, Mr Ong’s announcement of the resumption of classes has raised concerns. Despite the new system that will be implemented, wherein students take turns switching from HBL to face-to-face classes and safety measures are enhanced, parents have found issues with certain aspects of the “new normal” of education. Some of these issues include the length of time children will have to don a mask and the risk of infection. Other parents also asked the Minister if they could opt to stick to HBL as they were concerned for the safety of their children. Though Mr Ong addressed some concerns, his statement regarding the HBL option was, “We cannot make attending school voluntary.”

Mr Lim joined in the uproar over this issue, referring to Mr Ong’s decision as a sign of “surreal incompetence.”

“We understand that to date, 10 pre-school staff have tested positive for coronavirus. And the testing is not complete yet and will only be completed by the end of the month,” wrote Mr Lim, arguing that the number of cases are expected to rise. He then questioned why Mr Ong did not seem to consider this as an increased risk for young children.

“The fact of the matter is that the situation is still not stable enough to be sending children back to school,” argued Mr Lim. He also cited a recent statement made by National Development Minister Lawrence Wong, who said that the expected rise in Covid-19 cases is due to community transmission.

Mr Lim also questioned why schools were re-opening, given that under Phase 1 of the easing up of the circuit breaker, “2/3 of the workforce will still be working from home.”

“Parents have every right to ensure the safety of their children and if they do not feel comfortable in sending their children to school at this point in time, what right has Ong Ye Kung to force them to do so?” said Mr Lim.

Furthermore, in a more recent post, Mr Lim shared a statement made by Philippine President Rodrigo Duterte, who has stated, “I will not allow the opening of classes…unless I am sure that they (children) are really safe.”

“This is what I call real common sense and a genuine concern for the health and safety of the young!” wrote Mr Lim. “Ong Ye Kung, you should learn from President Duterte!”

He also cited Cambridge University, which has already suspended lectures until 2021, and reiterated his question as to why Mr Ong is still pushing for the resumption of face-to-face classes.

Yes sometimes people put their hands in their pockets because it feels comfortable and it doesn’t always have to mean they lack confidence. On the other side though if you feel uncomfortable and insecure it is going to feel comfortable for you to put your hands in your pockets.

Probably when people are talking about things that OYK has no clue what it is about and cannot understand and catch no balls he will put hands in pocket.

2. Intertrigo
Intertrigo is an inflammatory response to either a bacterial or fungal infection. The resulting rash is often red, raw, and stings.

The inflammation most commonly occurs near folds in the skin and moist areas of the body. The scrotum contains many folds and is a moist environment, which makes it an ideal area for bacteria or fungus to grow.

3. Chafing
Chafing occurs when constant, prolonged rubbing occurs on an area of skin. This friction can occur during physical activities, such as running or biking.

On these occasions, the friction between the legs leaves tiny cracks and inflammation. The resulting rash is often itchy and uncomfortable for the individual.

4. Contact dermatitis
Contact dermatitis is an allergic reaction. It is most likely to occur when the skin comes into contact with a new substance, including new body or hair wash, new washing detergent, or a new fabric.

Contact dermatitis results in a red, itchy rash that may ooze a white or yellow liquid. The same rash will likely occur in other areas of the body, as well as on the testicles. The thinner skin of the ball sack makes it feel particularly itchy and uncomfortable.

5. Crabs or pubic lice
Crabs or pubic lice may also cause itchy balls. Pubic lice cause tiny bites that itch and are uncomfortable.

Some people notice lice eggs growing near the roots of their pubic hairs. Others might see the grayish lice, crawling around on their ball sack or around their pubic hair.

Crabs may be spread during sexual activity with an infected partner.
