I explained that COVID-19 is like riding a bicycle downslope. Left on its own, it goes faster and faster, until we lose control and the bike crashes.
We need to apply the brakes so that our bike goes at a controlled speed. Our 3 brakes are Safe Management Measures, border controls, vaccination and boosters.
How fast are we going downslope now? With the brakes, things are stabilising and the bike is slowing down somewhat.
This is why we announced a calibrated relaxation of measures today.
First, up to 5 members of the same household, can now dine together.
Second, more VTLs for Malaysia, Sweden and Finland. The VTL with Malaysia is particularly important, as Malaysia is our closest neighbour, and families have been separated for so long between our two countries because of COVID-19.
Third, bring back more activities in schools, ITEs, Polys and Unis. This includes in-person classes, group work and CCAs. We hope this will help return childhood and youth experiences to our young. Education is not the same without these activities.
Finally, team sports, of up to 10 vaccinated persons, can resume, but at selected venues and with pre-game testing. We hope this is just the start.
One more important update — a week ago, US FDA authorised the emergency use of the Pfizer-BioNTech COVID-19 vaccine for children aged 5 to 11.
Our Expert Committee on COVID-19 Vaccination has studied and agreed with US FDA’s review. They will give their recommendations on vaccination of children aged 5 to 11 soon.
We hope to vaccinate children in this age group as soon as we can. This will give parents the added assurance and peace of mind.
We can ride the bicycle downslope safely, for both the young and old.

The home vaccination teams crossed a new milestone last week — more than 10,000 homebound individuals have received their COVID-19 vaccination at home.
Five months ago, we have 5 home vaccination teams with 10 doctors and nurses. Now, this has grown to 53 teams (at its peak) with more than 300 medical personnel, and many volunteers.
Beyond the numbers, it is the dedication and commitment of the teams, which covered all corners of #Singapore, even Pulau Ubin.
All share a common mission: vaccinate as many as they can, especially our seniors, to protect them from COVID-19. Every vaccination could mean a life saved.
Now, the teams continue to administer the vaccines, including booster doses. About 2,300 homebound individuals have also completed their boosters.
Many thanks to these #everydayheroes who work quietly but steadfastly.

Home recovery need not be a stressful experience for kids. A team of community volunteers — author Emily Lim Leh, illustrator Josef Lim, and paediatrician Dr Darryl Lim — has created an e-book for kids on the Home Recovery Programme (#HRP).
Dr Darryl Lim was one of the 48 paediatricians who stepped forward to provide telemedicine support for children under the HRP. Telemedicine support during HRP has been vital. On average, the doctors manage 100 to 200 paediatric cases daily.
They created this set of easy-to-read e-book to ease parents, caregivers and the children through their HRP journey. It’s a really nice book.
With the right resources and information, we can further demystify COVID-19 and its recovery process.

Met my counterpart from Vietnam, Minister of Health Nguyen Thanh Long, this afternoon.
We updated each other on the COVID-19 situation in our countries. Glad to learn that Vietnam is also making good progress in their national vaccination programme, which has administered more than 100 million vaccine doses so far.
#Vietnam and #Singapore are close partners with strong and comprehensive bilateral ties.
While the COVID-19 pandemic has disrupted people-to-people exchanges, Minister Long and I agreed that it is important that as the pandemic situation stabilises in our countries, we need to work towards restoring it, and strengthen our cooperation beyond COVID-19.

Various Community Clubs in Singapore have been organizing activities for seniors, in line with safe management rules and with additional precautions.

Last night, Sembawang CC (my constituency) hosted a getai for our seniors. I popped by to visit them and was glad to see many smiles and happy faces. All seniors are fully vaccinated and sat at least 1m apart. Performers were also tested before the event. Many other residents joined us online.

We will continue to find ways to engage our seniors in safe activities during this pandemic.

Today is World Diabetes Day. I met several inspirational winners at the Diabetes Singapore Awards this morning.
One is Ms Zaitoon, who received the Caregiver of the Year Award. She has been a pillar of strength in her daughter’s battle with diabetes. She was diagnosed with diabetes at a very young age.
Over the years, Ms Zaitoon stood by her daughter as she underwent treatment and made critical lifestyle changes. Today, she is not on any oral diabetes medication or insulin therapy.
Their story shows the positive impact that caregivers can make in the lives of their loved ones.
With one in three individuals in Singapore at risk of developing diabetes in their lifetime, our #WarAgainstDiabetes must continue.
The good thing is that more people are exercising regularly and having a balanced diet. Screening rates are also up.
Like the winners of the Diabetes Singapore Awards, let's win this war against diabetes together.

Mr Ahmat Bin Pagi, recipient of the Diabetes Singapore Resillience Award. The award is for a Singapore resident who has shown the ability to cope and adapt well when dealing with adversity or significant sources of stress or hardship associated with his/her diabetes.
