Thursday, October 24, 2013 - 18:27Jalelah Abu BakerThe Straits TimesSINGAPORE - In the 39-hour operation, a total of 75 men and 35 women were nabbed, including five who are believed to have provided false contact information when obtaining loans from loansharks.Get the full story from*The Straits Times.Here is a full statement from the Singapore Police Force:110 ARRESTED IN ISLANDWIDE ANTI-LOANSHARKING OPERATIONIn an island-wide anti-loansharking operation which took place between 22 October 2013 and 23 October 2013, Police arrested a total of 110 suspects, comprising 75 men and 35 women, aged between 16 and 75 years old for suspected involvement in loansharking activities.During the 39-hour operation, officers from the Criminal Investigation Department (CID) and the six police land divisions conducted simultaneous raids at multiple locations island-wide, including Tampines, Bedok, Sengkang, Hougang, Ang Mo Kio, Potong Pasir, Telok Blangah, Tanglin, Jurong and Woodlands, resulting in the arrests.Preliminary investigations indicate that 15 suspects were believed to be involved in loansharking activities as harassers, or as runners who facilitated the loansharks in their businesses by carrying out Automated Teller Machine (ATM) transfers and distributing flyers promoting illegal loan facilities.Police also arrested 5 suspects who were believed to have provided false contact information when obtaining loans from loansharks and these suspects would be investigated under the National Registration Act for failing to report change of address.The remaining suspects are under investigation for opening bank accounts and giving away their ATM cards and Personal Identification Numbers (PINs) to loansharks to facilitate their unlicensed moneylending businesses. Investigations against all the suspects are ongoing.Under the Moneylenders' Act (Revised Edition 2010), when a bank account or ATM card of any person is used to facilitate moneylending by an unlicensed moneylender, that person is presumed to have assisted in the carrying on the business of unlicensed moneylending.1. First-time offenders found guilty of assisting in the business of unlicensed moneylending may be fined between $30,000 and $300,000, be imprisoned for a term of up to four years and shall also be liable to be punished with caning of up to six strokes.2. First-time offenders found guilty of acting on behalf of an unlicensed moneylender, committing or attempting to commit any acts of harassment shall be punished with imprisonment for a term of up to 5 years, a fine of between $5,000 and $50,000, and shall also be liable to caning of between 3 and 6 strokes.3. Any person who is guilty of providing false contact information to obtain loans from loansharks shall be liable upon conviction to imprisonment for a term of up to 12 months. Under the National Registration Act, any person who is guilty of an offence of failing to report a change of address shall be liable on conviction to a fine of up to $5,000, or to imprisonment for a term of up to 5 years, or to both.Acting Director of the CID, Assistant Commissioner of Police Florence Chua commended the officers for the successful operation. She said, "Police are determined to stamp out unlicensed moneylending crimes. LKY did it better in 1950s/1960s, he whacked gangsters, he used Criminal Laws, he sent them to St John Island, etc. Because of what he did, the old generation of sinkies liked him than anybody else. Sadly, the new leaders here seems like school boys, unable to deal with scumbags.

SINGAPORE - Police have arrested a 33-year-old man and a 30-year-old woman for suspected involvement in loansharking activities.

Both suspects were arrested at MacPherson Road at about 9.00am on Monday. They are believed to have given away their ATM cards and Personal Identification Numbers (PIN) to a loansharking syndicate to facilitate the business of unlicensed moneylending, and may have also assisted loansharks with electronic bank transfers. The male suspect is also believed to have provided residential addresses of debtors to loanshark harassers.

Investigations against the female subject are ongoing.

The male suspect will face court on Wednesday.

First time offenders found guilty of loanshark harassment face imprisonment of up to 5 years, a fine between $5,000 and $50,000, and could also be caned between 3 to 6 strokes.

First-time offenders found guilty of assisting in the carrying on of the business of an unlicensed moneylender may be fined between $30,000 and $300,000. They also face a jail term of up to 4 years and may also be given up to 6 strokes of the cane.
 
People who give ATM cards are debtors of loansharks. They aren't even runners.
SPF can't caught any loansharks so arrest a few of these 'runners'....the lowest in the hierarchy just to wayang.

Youth arrested for loanshark harassment in Ang Mo Kio

SINGAPORE - An 18-year-old youth was arrested early Wednesday morning after he was seen behaving suspiciously by an Ang Mo Kio resident.

Police said in a statement that a vigilant house occupant spotted the suspect outside his unit at about 12.30am on Nov 6 and alerted them.

Officers from the Ang Mo Kio Police Division managed to locate and detain the man in the vicinity of Ang Mo Kio Avenue 6.

According to police, preliminary investigations revealed the suspect had committed loanshark harassment in Ang Mo Kio Estate by splashing paint and scrawling loanshark-related graffiti on the walls of the HDB block.

He is also believed to have committed other cases of harassment islandwide, the statement added.

The male suspect will be charged in court on Nov 7 for loanshark harassment under the Moneylenders Act.

First-time offenders found guilty of loanshark harassment shall be fined not less than $5,000 and not more than $50,000 with mandatory imprisonment of up to five years and mandatory caning of up to six strokes.

In a five-hour island-wide operation that commenced on November 7 2013 at about 4 pm, Police arrested nine suspects (six men and three women) aged between 18 and 61 years old for assisting in unlicensed moneylending (UML) activities.

Officers from the Criminal Investigation Department (CID) conducted simultaneous raids at various parts of Singapore including Petir Road, Clementi Road, Toa Payoh, Serangoon, Lorong Liew Lian, Guillemard Road, Ho Ching Road and Paya Lebar Road, resulting in the arrests. An assortment of loansharking-related paraphernalia was also seized as case exhibits. Preliminary investigations revealed that the suspects were believed to have assisted a loanshark syndicate linked to more than 70 loanshark harassment cases islandwide.

Among the suspects arrested were a 36-year-old man and his 29-year-old wife. The duo had worked as ATM runners for the UML syndicate by performing fund transfers using several ATM cards, as well as using their home computer to print flyers which advertised loan facilities. Four of the suspects had allowed their bank accounts to be used by the UML syndicate to issue loans and collect repayments while the remaining three suspects were involved as ATM runners and flyers distributors.

Two of the nine suspects will be charged in Court on November 11, 2013 for assisting in carrying on an unlicensed moneylending business. Investigations against the remaining suspects are still ongoing. Under the Moneylenders Act, persons found guilty of assisting in carrying on unlicensed moneylending business shall be punished with imprisonment for a term not exceeding four years and a fine of not less than $30,000 and not more than $300,000.

Head of the Unlicensed Moneylending Strikeforce of CID, Superintendent of Police Aileen Yap commended the officers for their resourcefulness and diligence leading to the arrest of the suspects. She said, "Police takes a serious view of those who assist the loansharks in any form. We are determined to weed out those involved in such unscrupulous activities which pose serious threats to our society".
