He was wearing a blue round neck T-shirt, black pants and black shoes and was carrying a black sling bag. He has a tanned complexion and is believed to be aged between 25 and 35.

SINGAPORE - Three men aged between 16 and 31 have been arrested by the police for their suspected involvement in two separate cases of loansharking activities.

In the first case, a 31-year-old suspect was arrested by police in the vicinity of Hougang Avenue 4 on July 7 at about 2.20 pm.

Preliminary investigations revealed that the suspect is believed to have committed loanshark harassments in the housing estate of Yishun by splashing paint on the doors of debtors and leaving behind debtor notes demanding for repayments from debtors.

Separately, two male suspects aged 16 and 17-years-old were arrested in the vicinity of Hougang Street 91 on the same day. They were believed to have committed loanshark harassments in Hougang.

The first suspect would be charged in Court on July 9 for loanshark harassment.

Under the Moneylenders Act, first-time offenders found guilty of acting on behalf of an unlicensed moneylender, committing or attempting to commit any acts of harassment shall be punished with imprisonment for a term not exceeding five years, a fine of not less than $5,000 and not more than $50,000, and shall also be liable to caning of not less than three and not more than six strokes.

SINGAPORE - Police have arrested a 58-year-old man for suspected operation as a loanshark.

He was detained at Block 107 Gangsa Road yesterday at 5pm.

Preliminary investigations revealed that he allegedly operated as an unlicensed moneylending business and believed to have issued loans estimated at about $26,000 to at least 10 debtors.

Upon his arrest, cash amounting to $14,037 and two mobile phones were confiscated for investigations.

He will be charged in court tomorrow. First-time offenders found guilty of carrying on the business of an unlicensed moneylender may be fined between $30,000 and $300,000, imprisoned up to four years and also caned up to six strokes.

Teen in loan shark case put in a spot

A CHANCE meeting between two former schoolmates ended with one teenager arm-twisting the other into acting as a lookout while he splashed paint on flats in loan shark-related offences.

Yesterday, Josiah Chua Weijie, 16, pleaded guilty to helping Dave Kek Jun Qi, 18, commit harassment on behalf of a loan shark, known only as "KC", in the early hours of Feb 14.

He will be sentenced on Aug 28.

While heading home on the evening of Feb 13, Josiah bumped into Dave, who shared his plans to target residents in Pasir Ris later that night.

When Josiah turned down a request to accompany him, Dave grabbed his shirt and threatened to splash paint on his home.

Josiah relented and, after 2am, the duo and a 13-year-old female accomplice went to a block of flats in Pasir Ris Drive 1.

Josiah and the girl kept a lookout as Dave splashed red paint outside a Housing Board flat on the second floor and vandalised the walls of the nearby staircase landing.

Josiah, an ITE student, also admitted to a similar offence committed the next day, as well as to an unrelated count of theft in dwelling on July 2 last year.

Both of these will be taken into consideration when he is sentenced. The court has called for a report on his suitability for probation.

Dave's case is still pending. It is understood the girl was let off with a stern warning, to avoid disrupting a stint she is serving in a children's home for a previous offence.

She cannot be named as she is under the age of 16.

Individuals committing harassment under the Moneylenders Act for the first time face up to five years in jail and a fine of between $5,000 and $50,000.

7 men arrested after vandalising ATMs for loanshark harassments

Four reports were lodged between July 26 and 30 regarding ATMs being splashed with unknown substances and paint. Debtors' notes were also discovered at the ATMs.


SINGAPORE - Seven men, aged between 17 and 25, have been arrested by the police for allegedly vandalising Automated Teller Machines (ATMs) relating to loanshark harassment at Hougang, Serangoon and Marsiling, and residential units in Pasir Ris.

Four reports were lodged between July 26 and 30 regarding ATMs being splashed with unknown substances and paint. Debtors' notes were also discovered at the ATMs.

The first suspect's identity was subsequently established, and an operation carried out at Ubi Avenue 1 on July 30 at about 6.30pm.

Following the first arrest, simultaneous island-wide operations were conducted at Ang Mo Kio, Serangoon, Rochor, Marsiling and Woodlands, leading to the arrest of six other suspects. During the operations, handphones, laptop, gloves, mask and paper with entries were also seized as case exhibits.

According to a police statement, the first suspect is also believed to be a recruiter who had advertised job opportunities on social media promising fast cash.

All seven suspects will be charged in Court on Aug 1 for loanshark harassment.

Under the Moneylenders Act (Revised Edition 2010), first-time offenders found guilty of acting on behalf of an unlicensed moneylender, committing or attempting to commit any acts of harassment shall be punished with imprisonment for a term not exceeding 5 years, a fine of not less than $5,000 and not more than $50,000, and shall also be liable to caning of not less than 3 and not more than 6 strokes.

Head of the Unlicensed Moneylending Strikeforce of Criminal Investigation Department, Superintendent of Police Aileen Yap, said: "Police have zero tolerance against loanshark harassment. Those who deliberately vandalise properties will be arrested swiftly and dealt with severely in accordance with the law.

"No effort will be spared to nab them to face the full consequences of their misdeeds regardless of their age. "

Debtor-turned-loanshark runner arrested

SINGAPORE - A 46-year-old man was arrested in the vicinity of Clementi Central for suspected involvement in loansharking activities on July 30 at about 7pm.

Preliminary investigations revealed that the suspect is a debtor-turned-runner who had assisted to procure Automated Teller Machine (ATM) cards and Personal Identification Numbers (PINs) from other debtors to perform ATM transactions related to unlicensed moneylending businesses.

In addition, the suspect was also being investigated under the offence of without lawful authority in possession of another person's NRIC.

The suspect will be charged in Court on Aug 1.

Under the Moneylenders Act 2010 (Revised Edition), first time offenders found guilty of assisting in the carrying on of the business of an unlicensed moneylender, may be fined not less than $30,000 and not more than $300,000, be imprisoned for a term not exceeding four years and shall also be liable to be punished with caning of not more than six strokes.

Under the National Registration Act, any person without lawful authority or reasonable excuse, is in possession of one or more identity cards shall be liable on conviction to a fine not exceeding $5,000 or to imprisonment for a term not exceeding 5 years or to both.

SINGAPORE - The police have arrested three male suspects, aged between 23 and 45, for their involvement in loansharking activities in three separate cases.

In the first case, between July 15 and July 21, a series of loanshark harassment cases were reported in the vicinities of Yishun, Bukit Batok, Bukit Panjang and Teck Whye.

Crime Strike Force (CSF) officers from the Bukit Batok Neighbourhood Police Centre (NPC), Woodlands East NPC and Yishun North NPC arrested a 45-year-old male suspect on July 29 at about 5pm in the vicinity of Marsiling Road. One handphone containing debtors' records, one black marker pen, and two bags were seized upon his arrest.

Preliminary investigations revealed that he had assisted in loanshark harassment at Jurong East, Bukit Panjang, Bangkit Road, Yishun, Ang Mo Kio, Bukit Batok, Hougang, Potong Pasir and Teck Whye public housing estates, by splashing red paint at debtors' units and scribbling loanshark graffiti on the walls.

In the second case, on July 29, at about 5.20pm, CSF officers from the Choa Chu Kang NPC arrested a 27-year-old male suspect in the vicinity of Jurong East Street 21 for assisting the loanshark syndicate to procure Automated Teller Machine (ATM) card and Personal Identification Number (PIN) from one debtor to facilitate unlicensed moneylending ATM transactions. Upon his arrest, one handphone and one ATM card were seized in connection to the case.

In the third case, on July 30, at about 9.05am, officers from the Ang Mo Kio Police Division arrested a 23-year-old male suspect in the vicinity of Ang Mo Kio Avenue 10. Preliminary investigations revealed that the suspect was a loanshark runner and had delivered debtor notes to debtors at their addresses.

The three suspects will be charged in court on July 31. First time offenders found guilty of assisting the business of an unlicensed moneylender, may be fined between $30,000 and $300,000, be imprisoned for up to four years and will also be liable to be caned a maximum of six strokes.

First time offenders found guilty of loanshark harassment may be imprisoned for up to 5 years, fined between $5,000 and $50,000, and will also be liable to be caned between 3 and 6 strokes.

53-year-old arrested for suspected loanshark harassment

SINGAPORE - Police have arrested a 53-year-old man for suspected involvement in loansharking activities.

On Aug 7, 2014 at about 4.45am, acting on information received, officers from Choa Chu Kang Neighbourhood Police Centre arrested the 53-year-man at Choa Chu Kang Avenue 3 for suspected involvement in loansharking harassment.

Preliminary investigations indicate that the man is a debtor-turned-harasser who had assisted loansharks to carry out loansharking harassment at Choa Chu Kang and Teck Whye by spraying graffiti. Upon his arrest, two mobile phones, a bottle of paint, a can of spray paint, a debtor's note and two bicycle locks were seized in connection to the cases.

First time offenders found guilty of loanshark harassment shall be punished with imprisonment for a term of up to 5 years, a fine of not less than $5,000 and not more than $50,000, and shall also be liable to caning of not less than 3 and not more than six strokes.

182 arrested in island-wide anti-loanshark blitz

SINGAPORE - The police have arrested a total of 182 suspects, aged between 16 and 77, in an island-wide anti-loansharking operation which took place from Aug 11 to 15.

During the 5-day operation, officers from the Criminal Investigation Department (CID) and the six police land divisions conducted simultaneous raids at multiple locations in Singapore and arrested 126 men and 56 women, who were suspected to be involved in loansharking activities.

Preliminary investigations revealed that 165 suspects are believed to have facilitated loansharking activities by opening bank accounts and giving their Automated Teller Machine (ATM) cards and Personal Identification Number (PIN) to the loansharks.

Another 16 suspects are believed to be involved in loansharking activities as harassers, or as runners who carried out ATM transfers, verified debtors' particulars and checked debtors' units for successful harassment.

Police also arrested one suspect, believed to be a debtor who had given false contact information when taking loans from loansharks. The suspect will face investigations for failing to report the change of address.

Investigations against all the suspects are ongoing.

A person is presumed to have assisted in unlicensed moneylending when their bank account or ATM card is used in loansharking activities.

First-time offenders found guilty of assisting in the business of unlicensed moneylending will be fined between $30,000 and $300,000, imprisoned for up to four years and liable to be caned with up to six strokes.

First-time offenders found guilty of acting on behalf of an unlicensed moneylender, committing or attempting to commit any acts of harassment will be imprisoned for up to 5 years, fined between $5,000 and $50,000, and liable to be caned between 3 and 6 strokes.

Any person who is guilty of providing false contact information to obtain loans from loansharks will be imprisoned for up to 12 months. Under the National Registration Act, any person guilty of failing to report a change of address will be fined up to $5,000, or imprisoned for up to 5 years, or both.

Police are looking for the man in the picture to "assist with investigations into" a case of loanshark harassment in Yishun Street 71 on Aug 20.

The man, believed to be in his late 20s, was last seen in a white shirt, white bermudas pants, white shoes, and carrying a blue sling bag, the police said in a statement today.

He is described as "of slim build with short black curly hair".
