SINGAPORE - A 19-year-old male teenager was arrested on suspicion of being involved in loansharking activity.

Police were on their rounds on April 19 at around 6.15pm when they spotted the teenager behaving suspiciously near an Automated Teller Machine (ATM) at Clementi Ave 3.

They found several loanshark-related items when searching the teenager. Police seized one mobile phone containing suspected debtors' records, three ATM cards and five ATM transaction receipts as case exhibits.

He was arrested. Preliminary investigations revealed that the teenager was lured by easy money and had assisted loansharks in their businesses by carrying out electronic fund transactions via ATM.

Investigations against him are on-going.

Under the Moneylenders Act 2010 (Revised Edition), first-time offenders found guilty of assisting in the carrying on of the business of an unlicensed moneylender, may be fined between $30,000 and $300,000, be jailed up to four years and shall also be liable to be punished with caning of not more than six strokes.

Police have arrested 172 suspects in an island-wide anti-loanshark operation that took place between Tuesday and Friday.

The suspects, 110 men and 62 women aged between 16 and 68, are suspected of involvment in loansharking activities, the police said in a statement.

Officers from the Criminal Investigation Department (CID) and the six Police land divisions conducted simultaneous raids at multiple locations.

They also said preliminary investigations showed that 14 suspects were believed to be harassers, or runners who facilitated the loansharks in their businesses by verifying debtors' particulars, procuring Automated Teller Machine (ATM) cards and carrying out ATM transfers.

The police also arrested one suspect who was believed to have provided false contact information when obtaining loans from loansharks, resulting in the innocent house owner being harassed.

The remaining 157 suspects were believed to have opened bank accounts and given away their ATM cards and Personal Identification Numbers (PINs) to loansharks to facilitate their unlicensed moneylending businesses, the police said.

Under the law, when a bank account or ATM card of any person is used to facilitate moneylending by an unlicensed moneylender, that person is presumed to have assisted in the carrying on the business of unlicensed moneylending.

First-time offenders found guilty of assisting in the business of unlicensed moneylending may be fined between $30,000 and $300,000, be imprisoned for a term of up to four years and shall also be liable to be punished with caning of up to six strokes.

Any person who is guilty of providing false contact information to obtain loans from loansharks shall be liable upon conviction to imprisonment for a term of up to 12 months, the police said.

The man is described to be in his 40s, of slim build with fair complexion and short wavy hair.

He was last seen wearing a light-coloured polo tee, blue jeans, and a pair of dark-coloured shoes.

SINGAPORE - Police have arrested a 35-year-old man for his involvement in loansharking activities.

On May 1, at about 3.30pm, officers from Ang Mo Kio Police Division arrested the suspect in the vicinity of Aljunied Road.

Preliminary investigation revealed that the suspect had committed loanshark harassments by splashing paint and scrawling loanshark-related graffiti on the walls of HDB blocks.

The suspect will be charged in court on May 3 for loanshark harassment.

First-time offenders found guilty of acting on behalf of an unlicensed moneylender, committing or attempting to commit any acts of harassment will face a prison term of up to five years, a fine between $5,000 and $50,000, and shall also be liable to between three and six strokes of caning

SINGAPORE - Police have arrested a 45-year-old man for loanshark harassment on Sunday morning.

The suspect was arrested in Jalan Bukit Merah at 5.16 am. He is believed to have locked a gate with a padlock and also splashed paint at the unit.

Loanshark-related paraphernalia such as two cans of paint, one marker and two bicycle locks were found on him.

The suspect will be charged on Monday and a court order will be sought to remand him for further investigations.

First-time offenders found guilty of loanshark harassment may be jailed for up to five years, face a fine between $5,000 and $50,000, and may also be given between three to six strokes of the cane.

Two men, aged 26 and 32, have been arrested in two separate cases for involvement in loanshark activities.

In the first case, police arrested the younger suspect last Saturday at about 12.45am at Serangoon Ave 4.

Preliminary investigations indicated that the suspect is a debtor-turned-runner who had assisted loansharks to perform fund transfers by carrying out electronic fund transactions via ATMs.

Following the arrest, a mobile phone containing loanshark-related entries, cash amounting to $4,370 and four ATM cards were found in the man's possession.

Investigations are ongoing.

In the second case, the 32-year-old suspect was arrested yesterday evening near Serangoon Ave 2.

Preliminary investigations indicated that the suspect had committed multiple cases of loanshark harassments at Hougang, Serangoon, Ang Mo Kio, Toa Payoh and Bedok housing estates by scrawling loanshark-related graffiti on the walls of HDB blocks.

He will be charged in court tomorrow for loanshark harassment.

Under the Moneylenders Act, first-time offenders found guilty of assisting in the carrying on of the business of an unlicensed moneylender may be fined between $30,000 and $300,000, be imprisoned for up to four years and shall also be liable to be punished with caning of up to six strokes.

SINGAPORE - Police have arrested two men, aged 24 and 50, for their suspected involvement in loanshark harassment.

The two men, who were arrested at Ang Mo Kio Avenue 8 and South Woodlands Drive, are believed to be debtors-turned-runners who helped loanshark syndicates collect Automated Teller Machine (ATM) cards and Personal Identification Numbers (PINs) from debtors.

A total of four ATM cards, two mobile phones and $150 in cash were found on them.

They will face charges in court on Wednesday.

First time offenders found guilty of assisting in the carrying on of the business of an unlicensed moneylender may be fined between $30,000 and $300,000. They can also be jailed for up to four years and may also be caned up to six strokes.

Two men, 50 and 65 were arrested in two separate cases for involvement in loansharking activities.

In the first case, on May 7, the police arrested the 65-year-old suspect around Sengkang Square.

Initial investigations revealed that he had assisted the loansharks by collecting ATM cards on behalf of loansharks and carrying out electronic fund transactions via Automated Teller Machine (ATM).

Following the arrest, 8 ATM cards, one handphone, one notebook and $2,020 in cash were seized by the police.

Also on May 7, the police arrested the 50-year-old around Tebing Lane.

Investigations indicate that the suspect had given away his ATM card and Personal Identification Number (PIN) to a loansharking syndicate to facilitate the business of unlicensed moneylending.

Investigations against both suspects are still on-going.

If found guilty of having assisted in the carrying on of the business of an unlicensed moneylender, first-time offenders can be fined between $30,000 and $300,000 and/or jailed up to 4 years and are liable to receive up to 6 strokes of the cane.

Moneylending Act of 2008


The MLA 2008 will reduce the potential for the abuse of the
unlicensed moneylender defence. It does so by increasing the number of
lending activities which do not require to be licensed.
The Interpretation
section reflects the new approach. It introduces the concept of an
“excluded moneylender”. Excluded moneylenders incorporate the
previous exclusions from the MLA 1985, including those who lend as a
subsidiary activity to support their primary business and those
authorised by statute, co-operative societies, pawnbrokers and certain
members of the financial services sector which are now collectively and
neatly described as those regulated by the Monetary Authority of
Singapore. The most significant change in the new MLA 2008 is the
extension of the excluded class to a number of new categories, namely,
those who lend only to: their employees, wealthy/sophisticated
investors, companies, limited liability partnerships and trustees of
business trusts and real estate investment trusts (“REITs”).
