we really cannot blame anyone.
it was a move to prevent " over-population" because we were not sure how our economy was going.
we had our KK babies producing factory then - world record - and we were afraid at the rate we were going,
we would collapse economically and socially. so it was economically motivated,perhaps to have enough to feed a growing and hungry population....but a miracle happened!!!
it is always 20/20 on hindsight....but again, as a country developed and prospered, less married couples wanted children. look around you in the developed countries in Europe and the Scandinavian countries, the birth rate is dismal and decreasing. THERE WAS NO STOP AT TWO POLICY. Yet, these first would countries with vast resources and riches are underpopulated and the people are not reproducing!! There is a crying need to import foreigners and even the dire need to get foreign spouses. Even that, these countries are still under populated.
Yes, it is NOT the STOP AT TWO policy that is responsible for our under performance. A host of other factors came into play . That is why we need Foreign Talents and New Citizens to boost our gene pool, our talent pool and increase our population. I think this is a wise move and should be grateful to our very enlightened and capable government.
