All property owners in Johor have to pay two types of taxes:
- Cukai Harta (Property Tax), paid once every year to the state of Johor;
- Cukai Taksiran (Quit rent / Assessment tax / Cukai Tanah), paid in advance 6 monthly to the local authority;
The Quit rent (Cukai Taksiran) is based on the (theoretical) rental value of a property. The local authority has a list of rental values which it updates at least every 5 years and the tax is 6% of this value (at least in KL, we failed to find out the Johor Bahru rate, but we assume it is the same).
Property Tax (Cukai Harta) on the other hand is being levied as a percentage of the property value (in Johor 0.14% for residential houses). The property value is being determined by a special department within the administration - and the last valuation of properties had been done in the 80s according to the Mentri Besar. This means currently the basis of the property tax are house values from 30 years ago. Needless to say that house prices have since risen.

Cukai harta is billed twice a year, based on last year the tax was 0.14% of the house value. The tax is split into two bills and payment for first half and second half of the year.

You may not have to pay this amount at all.
According to today's ST report, the authorities is putting off the plan to collect more tax based on the new assessment "indefinitely" following widespread public outrage.
The opposition is also planning a mass protest on 16/12/13 in KL on this issue that caused undue hardship on the rakyat.
I guess the plan to increase revenue collection will be going ahead to buff up the national kitty but they may introduce different rates for different property with the low cost housing having only a minimum increase, something like HDB against private property.
You may not have to pay this amount at all.
My condo mgmt will be calling for a meeting with the owners to discuss this issue but unfortunately I won't be able to attend.
M'sia government should hold a consultation/dialogue with her people to gather feedback before implementing to avoid flip and flop...

Today's STAR paper. Selangor MB pay hike from 14K RM a month to 30K RM a month. speaker pay rise from 6.5K RM to 18K RM pm.
Well, those extra revenue collected, many people will be too eager to spent on even more expensive things, compared to the previous year like :
Laptop and printer for RM11,845 or 246 per cent higher than the market price of RM3,428
LCD TV/DVD player for RM16,100 or 638 per cent higher than the market price of RM2,182
Marine binoculars for RM56,350 or 2,805 per cent higher than the market price of RM1,940
or better still, go for even bigger projects like:
Tourism Malaysia booked RM194 million (72 per cent) of RM269.7 million of advertisements without tender, against treasury regulations
National Sports Council (NSC) bought 23 horses via direct negotiation for RM5.7 million without approval from Finance Ministry, but 18 horses were unqualified to race
etc, etc
You see here, money will be extremely "well spent" and transparent too.

the best part is this is selangor (my home state).. which has fallen to pakatan.. who are supposed to be 'for the rakyat' etc according to anwar.
