These types of surveys are highly subjective and a lot depend on who they are surveying and how much weight they place on each segment.
If they surveyed expats, many would say that Singapore is a much better place to live than Sweden because of the year round access to golf, nice tropical climate and access to maids, top medical facilities, wide range of food, close access to tropical resorts like Bali (coming from a cold climate, Singapore would seem like a tropical paradise).
If they surveyed political leaders, North korea would come up tops since Kim junior has access to anything he wants and can stay in power indefinately.
If they surveyed the bottom 30% of the pop, many would weight clean water, food, basic medical and education for their children as important.
So it is highly subjective.
