Two serial housebreakers nabbed in separate cases

SINGAPORE - Two men aged 23 and 54 have been arrested for housebreaking in two separate cases.

They are believed to have committed several cases of housebreaking in the housing estates at Depot Road, Toh Yi Drive and Boon Lay Place.

In the first case, a male victim had reported that his mobile phone, wallet and some personal documents had been stolen from his HDB unit located in the vicinity of Toh Yi Drive on July 15. The culprit was believed to have extended his hand through the unsecured window to 'fish' out the valuables.

The first culprit is also believed to be involved in another case of break-in in the vicinity of Boon Lay Place housing estate within the same month.

In the second case, a female victim reported that about $200 worth of cash had been stolen from her unit located within a commercial building along Depot Road on Aug 10. The culprit was believed to have gained access into the premises via the rear window.

Both the suspects will be charged on Aug 21 and they face up to 14 years in jail if convicted.

This is because these offenders should not be allowed to treat innocent parties as "mere collateral damage in their unrelenting quest to make debtors pay up", added Justice Tay Yong Kwang.


The judge's pronouncement came amid a crackdown in recent years - including an enhancement to the Moneylenders Act in 2010, which toughened penalties for harassment to include mandatory jail and possible caning - on the loansharking scourge that has dogged the Republic since 2005.


Last year, the police received slightly under 9,000 reports of loanshark harassment, down from 11,776 in 2011 and 15,525 in 2010.


In allowing the prosecution's appeal against loanshark runner Quek Li Hao's sentence, Justice Tay said it was an aggravating factor, in his view, when innocent persons are deliberately targeted and harassed.


Quek, 38, had been sentenced to 14 months in jail and 12 strokes of the cane, and fined S$30,000 for four charges of harassment that damaged property. Seven other similar harassment charges against him were taken into consideration for sentencing purposes.


According to court documents, Quek had been recruited in July last year by an unlicensed moneylender to splash paint at borrowers' flats and scrawl "O$P$" at staircase walls to pay off the loans he had taken.


Earlier in May, he also agreed to open a bank account for another loanshark he had borrowed from. On Aug 21 last year, he was arrested after a member of the public saw him scrawling on a wall.


Quek, who was unrepresented, said he was "remorseful" during the appeal and asked that the court maintain his sentence because he had aged and sickly parents to care for.


In upping Quek's total jail term by 10 months to 24 months, Justice Tay pointed out that the Parliament's intention, in prescribing mandatory imprisonment and even caning for first-time offenders, was "clearly to strongly deter the commission of loanshark offences".


Although the district judge had placed Quek in the category of offenders "deserving of compassion" - he claimed to be in genuine financial need as he had to pay for his parents' hospitalisation bills, and was plunged into debt because he was guarantor for a debtor who ran off - Justice Tay noted that Quek was still holding a regular job when he became a runner.


The judge added: "Innocent parties should not be made to suffer the anxiety, frustration and helplessness caused by such acts of harassment. Such indiscriminate acts disturb the peace of mind and sense of well-being of the community by enlarging the area of conflict."

Singapore police have arrested a 19-year-old man for extorting nude photos from a woman online.
SINGAPORE: Singapore police have arrested a 19-year-old man for extorting nude photos from a woman online.

The suspect had allegedly sent an anonymous private message to the victim on a social networking website, saying he had found some of her nude photos online, and demanded that she send over more.

He allegedly threatened to post the nude photos that he had on websites and around the victim's neighbourhood if she did not comply.

Police said the woman filed a statement about the situation on August 10.

In a statement on Wednesday, police said that despite the suspect's anonymity, they managed to establish a lead which led to his identification.


On August 20, police arrested the suspect at his home at Tampines Street 42 for criminal intimidation.


Preliminary investigations revealed that both the victim and suspect are not known to each other.


He had apparently come across the nude photos of the victim online, and had devised the plan to demand more of such photos from her.


Police said investigations against the suspect are ongoing.


Those found guilty of criminal intimidation can be jailed up to two years and fined.

SINGAPORE: A former detective who was an unlicensed moneylender was fined S$50,000 on Wednesday.

53-year-old Choo Hock Leng was convicted of operating an illegal moneylending business between January 1997 and June 1997.

He lent out some S$40,000, charging the debtors monthly interest rates of between 10 per cent and 20 per cent.

The prosecution proceeded on two of the six charges.

Court documents showed that Choo was a detective sergeant with the Singapore Police Force when he committed some of the offences. But he resigned in February 1997.

Investigations showed that Choo ran the illegal moneylending business between August 1996 and June 1997, and was at that time assisted by a senior staff sergeant, Tan Lay Hin, and Sergeant Goh Cheng Huat.

The two accomplices have been dealt with.

In submissions, the prosecution asked for a fine of S$40,000.

It noted that the offences were committed in 1997, before the amendments to the Penal Code were introduced.

Back then, the minimum fine was S$10,000 and there was no mandatory jail term.

In mitigation, the defence noted that the case took some time to surface in court as the accused was not contactable in Singapore.

Choo was all along in Singapore as his passport was impounded.

The defence said Choo had tried several times to ask authorities about his case but never managed to get an update each time.

SINGAPORE: Police say the overall crime cases reported in the first six months of this year fell by 6.3 per cent to 14,562 cases.There were 15,539 cases in the same period last year.According to figures in a news release on Friday, the biggest fall was in housebreaking and related crimes, which decreased by 24.3 per cent from 333 cases to 252.Commercial crimes, which include mainly cheating such as lottery scams, saw the next biggest fall at 14.3 per cent, from 1,841 cases to 1,577.Also on the down trend were theft and related crimes, which went down by 6.8 per cent from 9,257 cases to 8,623.Miscellaneous crimes, which comprise offences such as vandalism, trespassing and disorderly behaviour, went down by 4.8 per cent.The number of such cases slid from 2,097 in the first six months of last year to 1,996 in the first half of this year.Police also reported improvements in unlicensed moneylending and phone scams, which were concerns highlighted for 2012.There was a decline of 483 unlicensed moneylending and harassment cases, from 5,091 cases in the first half of last year to 4,608 cases in the first six months this year.Police say while fewer cases of loansharking and harassment were reported, more people were arrested for the offence because of sustained enforcement action.An increase of 101 people was arrested for the offence, up from 1,016 in the first half of last year to 1,117 in the first six months this year.Phone scams fell by 55 per cent from 88 cases to 40.Likewise, the total amount of money cheated in phone scam decreased by 44 per cent from S$2.4 million to S$1.35 million.Bucking the trend were crimes against persons, which went up by 5.3 per cent from 1,821 to 1,917.These were crimes where the victim was physically harmed.Violent property crimes went up by 3.7 per cent from 190 to 197. This was mainly due to the increase in cyber-extortion, which is classified under the category.There was an increase of 10 cases of cyber-extortion in the first half of this year compared to the same period last year.Police say cyber-extortion usually involve female suspects who try to extort money from their male victims, threatening to post compromising photos or videos of the victims, following an online cyber-sex session over a web camera.Police say in most cases, the female suspects are believed to be based overseas.Police advise the public to be cautious when interacting online, and to avoid putting themselves in a vulnerable position by performing compromising acts in front of a webcam.- CNA/fa
