Does your laptop have enough memory? What OS are you using? What programs do you normally run, and is all at the same time?

Install CCleaner and clean your registry.

Use another anti-virus software like Eset. Norton sucks.

The first thing to do is to get rid of Norton.

Next, get Kaspersky and run a check.

Then clear cache if it's browser issue.

Next clear Temp files, if it's Windows issue.

If still fail, clean your registry, but if you do not know how, then skip this step.

Check if your memory is detected by Windows or not.

Take out your memory and clean it.

Put it back in and try.

If still lag, change your memory.

All should be fine now.

Change your hard drive, install new OS, place your old hard drive in a usb housing. The best option.

you should just reinstall your OS again. Clears up everything. Just save the important files and folders cos the rest of it is just garbage churned out by the system which is quite difficult to search and clear.

pinky spying on you.

install malwarebytes and see if there are trojans.

When it's laggy, press Ctrl+alt+del -> Start Task Manager -> Processes -> (Click on CPU column to sort by % utilization) -> See which process consuming high CPU cycle -> Kill it or uninstall it if not needed

Windows OS always got this symptom.

Initially the user experience is very smooth but after a while it becomes laggy.
Especially after too much updates to resolve all this bugs.

My Dell laptop on Windows Os lasted for nearly 7 years. Its all about how you maintain it's software and hardware wise. If you download alot of shit and watch porn all day, then got problems as these sites are infested with bugs. Also alot of free software out there got spyware and malware which contributes to your lappy in a sure premature death. If your specs are good enough, changing the Hard Drive now and then will keep your lappy in good working order for a least 5 years.

you must be a pc support guy in a company..

uninstall all those memory hogging anti-virus programs like norton and kaspersky. check startup programs. maybe many unnecessary programs are loaded into startup thus consuming the system resources.
use free antivirus like avast or avg
disable your free antivirus. actually, all antivirus are real memory hog. one should uncheck the antivirus unnecessary options to make the antivirus do the minimum tasks required.
enable the antivirus only when necessary.
i never use any antivirus ( usually disabled ). surf internet, surf porn. no need antivirus. just be careful.

I started using MacBook 3 years ago and I've never look back. Now into my 2nd MacBook Pro. Never experience any lag.

Whenever I see people using their PC or Windows based notebooks I always wonder how people can stand the time taken to start up and shut down.
