A fourth Russian general has been killed in fighting in Ukraine, according to reports on Tuesday.

Ukrainian Interior Ministry adviser Anton Gerashchenko announced the death of Major General Oleg Mityaev on Telegram, sharing a photo of a person he said was the officer.

Mityaev, 46, was in command of the 150th motorized rifle division, which he had led since 2020. Before the invasion of Ukraine, the division was deployed in the Rostov region, at the border with Ukraine.

Mityaev had previously fought in Syria and in 2016 had been appointed as commander of a Russian military base in Tajikistan.

Ukraine's far-right Azov Regiment claims to have killed the general. Russia hasn't confirmed the death.

In his address on Tuesday night, Ukrainian President Volodymyr Zelensky reported the death of another Russian general, but failed to name the officer.

Mityaev is reportedly the fourth Russian general killed by Ukrainian forces in 20 days. It is estimated that 20 generals are deployed in Ukraine to command Russian troops through the invasion.

In only one week in early March, Ukraine reported the deaths of Major General Andrei Sukhovetsky, commanding general of the Russian 7th Airborne Division and deputy commander of the 41st Army, and Major General Vitaly Gerasimov, chief of staff of the 41st Army.

Sukhovetsky was killed by sniper fire, while Gerasimov was shot dead outside the eastern city of Kharkiv, according to Ukrainian reports. The death of Sukhovetsky was confirmed in a speech by Russian President Vladimir Putin on March 3.

Major General Andrei Kolesnikov, commander of the 29th Combined Arms Army, was killed on March 11, Ukraine said.

U.S. estimates put the number of Russian soldiers killed in Ukraine since the invasion began at between 5,000 and 6,000. Ukrainian armed forces say over 13,800 Russian troops have been killed since the beginning of the war on February 24, as reported by The Kyiv Independent.

Meanwhile, fighting continues in the besieged port of Mariupol, with 20,000 people having fled the city in private cars, the Ukrainian Interior Ministry said on Wednesday.

Mariupol has been under almost constant bombardment for the past two weeks, as the port is considered to be a key target for Russian forces. Its residents and city officials report that the city has been left with no water or electricity and no means to communicate with the outside world. Food reserves are running low, city officials have reported.

Ukrainian officials estimate that 2,000 people have been killed there, and at least 200,000 would benefit from human corridors allowing them to evacuate the city.

(Reuters) - Russia said on Wednesday that some parts of a possible peace deal with Ukraine were close to being agreed after Kyiv agreed to discuss neutrality, raising hopes of an end to the biggest war in Europe since World War Two.

"Neutral status is now being seriously discussed along, of course, with security guarantees," Foreign Minister Sergei Lavrov said told RBC news.

"Now this very thing is being discussed in negotiations - there are absolutely specific formulations which in my view are close to agreement," Lavrov said.


He said that President Vladimir Putin had spoken about neutrality, along with security guarantees for Ukraine without NATO enlargement, as one possible variant in February.

The euro extended gains after Lavrov's comments and was up 0.4% to $ 1.1005.

Lavrov cautioned that the negotiations were not easy but that there was "some hope of reaching a compromise".

Ukraine has also made cautious positive statements on peace talks. It says it is willing to negotiate to the end the war, but will not surrender or accept Russian ultimatums.

Lavrov said key issues included the security of people in eastern Ukraine, the demilitarisation of Ukraine and the rights of Russian-speaking people in Ukraine.

Announcing the invasion on Feb. 24, Putin blamed the United States for threatening Russia by enlarging the NATO military alliance eastwards into Russia's backyard.

Putin said there was no option but to launch the military operation because Russian-speaking people in Ukraine had been subjected to genocide by "nationalists and neo-Nazis" since Russia's 2014 annexation of Crimea.

Ukraine and the West says claims of genocide are baseless.

Russia and Ukraine have reportedly made progress on a 15-point peace plan that would involve a ceasefire being declared and Vladimir Putin's forces withdrawing from the country.

According to the Financial Times, the plan would include the Ukrainian government declaring neutrality and accepting limits on its armed forces.

Three people close to the talks told the newspaper that the deal would require Kyiv to formally drop its ambition to join Nato and not host foreign military bases or weaponry.

In exchange, they would get protection from allies, such as the US, UK and Turkey.

The latest developments came shortly after Russia's foreign minister, Sergei Lavrov, said the two parties were "close to agreement" as talks resumed on Wednesday by video link for what would be a third straight day – both sides have suggested this means they have entered a more serious phase in talks.

Lavrov confirmed there is "some hope for compromise", and highlighted two key points being put on the table.

  • Russia seeks to ensure Ukraine maintains a neutral status, meaning they would never join Nato.
  • Ukraine seeks security guarantees which are "legally verified".

Putin has previously demanded Ukraine indefinitely rule out the possibility of joining Nato.

The Kremlin said the sides were discussing a status for Ukraine similar to that of Austria or Sweden, members of the European Union that are outside the Nato military alliance.

Lavrov also said of the talks: "The negotiations are not easy for obvious reasons. But nevertheless, there is some hope of reaching a compromise."

Three weeks into the invasion, Russian troops have been halted at the gates of Kyiv, having taken heavy losses and failed to seize any of Ukraine's biggest cities.

Western officials say Moscow thought it would win within days, and one of Putin's own military chiefs, National Guard chief Viktor Zolotov, admitting on Tuesday that "not everything" was going to plan for the Russian forces.

On the guard's website, the general said: “I would like to say yes, not everything is going as fast as we would like.

"But we are going towards our goal step by step and victory will be for us, and this icon will protect the Russian army and accelerate our victory."

However on Wednesday Putin doubled down, claiming the "special military operation" was "going to plan".

In a televised speech to government ministers, Putin claimed the West was trying to "cancel Russia" with an "economic Blitzkreig" of sanctions, but said the nation could bear the brunt.

Putin also claimed that the war – which has displaced millions of people – has been used by the West to impose sanctions because "they just don't want a strong and sovereign Russia".

Adding that the West's actions would "only strengthen" Russia, he added: "The West doesn't even bother to hide the fact that its aim is to damage the entire Russian economy, every Russian."

Zolotov’s comments were in stark contrast to Russia's defence minister Sergei Shoigu who told Putin on Friday: "Everything is going according to plan.”

Ukrainian officials have expressed hope this week that the war could end sooner than expected - even within weeks - as Moscow was coming to terms with a lack of fresh troops to keep fighting.

In an intelligence assessment released on Wednesday, Britain said Russian forces were trapped on roads, struggling to cope with Ukrainian terrain and suffering from a failure to gain control of the air.

"The tactics of the Ukrainian Armed Forces have adeptly exploited Russia's lack of manoeuvre, frustrating the Russian advance and inflicting heavy losses on the invading forces," it said.

Putin's invasion has sparked the biggest humanitarian crisis since the Second World War, with three million people having fled Ukraine in search of safety.

Exact numbers of those killed are so far impossible to verify, by Ukraine has claimed more than 12,000 Russian soldiers have died in the offensive.

Over 2,000 civilians, including 100 children, are also thought to have been killed.

Kyiv has been pounded with Russian shells and missiles since the invasion began three weeks ago, prompting half the population to flee in search of safety.

Authorities imposed a 35-hour curfew on Tuesday night amid fears the Russian campaign has shifted to the destruction of residential areas.

Ukraine's former finance minister Oleksandr Danylyuk described any attempts by Putin's forces to take Kyiv as a "suicide mission".

When Russia launched its invasion of Ukraine last month, 27-year-old Nigerian Ottah Abraham was outraged.

He picked up his phone and tweeted: "I want to join the team."


He was some 8,700km (5,400 miles) away from the front line, in a small apartment in Nigeria's main city, Lagos.

The philosophy graduate is one of several hundred Africans, from countries like Nigeria, Kenya, Senegal, South Africa and Algeria, who say they are willing to take up arms in the battle against Russia, partly to escape the bleak prospects faced by many young men at home.

"We know that it's war, it's not child's play," he told the BBC. "But being a soldier in Ukraine would be better than being here.

"I'll probably be allowed to stay if the war ends, plus I'll be a hero and fight an undeniable enemy."

Ukraine's Foreign Minister Dmytro Kuleba said that some 20,000 volunteers from across the world had already applied to enlist. They came after Ukrainian President Volodymyr Zelensky made a global appeal for foreign fighters to "come and stand shoulder to shoulder with Ukrainians".

The government has temporarily axed its visa requirements and offered equipment and a salary to those with a valid passport and military training. There has been no official confirmation that foreign fighters will be allowed to stay in the country after the war.

Kereti Usoroh, a Nigerian living in the capital, Abuja, said his motivations for volunteering had nothing to do with financial gain or the prospect of citizenship.

"I already live a comfortable life. If I wanted to go to Europe, I'd do it through education, not war," the 29-year-old lawyer said.

"This is about beating a bully - injustice for one is injustice for all."

Sentiments to gladden the hearts of Ukrainian diplomats and days after President Zelenksy's appeal, dozens of hopeful volunteers headed to the Ukrainian embassy in Abuja, with ambitions of enlisting.

Mercenaries not welcome
But the Ukrainian embassy in Nigeria - like others in Africa - has had to back-pedal as many of the continent's governments do not want their nationals to fight in Ukraine.

"Nigeria discourages the use of mercenaries anywhere in the world and will not tolerate the recruitment," Nigeria's foreign ministry wrote in a statement.

Bohdan Soltys, a Ukrainian embassy official in Nigeria, said they were not paying Africans to fight - and people would have to pay for their own flights to reach Europe.

"There's a fine line between foreign volunteers and mercenaries," he told the BBC.

He later clarified that he had been instructed to turn away any volunteers who arrived at the embassy.

Senegal also warned its citizens against enlisting in the war and ordered the Ukrainian ambassador to take down a Facebook post that had called for Senegalese volunteers, calling the recruitment effort "illegal and punishable by law."

The Algerian foreign ministry issued a similar order to its Ukrainian embassy.

"My country says I'm not allowed to go. I tried writing to the foreign ministry. They didn't answer me, but I will try again," 28-year-old Algerian Belhadj Hani Amir told the BBC.

"I want to go to Ukraine, but I also hope this war ends as soon as possible."

Ukraine's ambassador to South Africa, Mozambique and Botswana Liubov Abravitova told the BBC that hundreds of people from across southern African had volunteered to fight or work in a humanitarian capacity - but she was unable to act on their requests as she was waiting for instructions from their governments. South Africa has a strict law against mercenaries.

In fact, Ukraine's official website for recruiting the "international legion" of volunteers, which provides the contact details of local embassies around the world, no longer includes missions in African countries.

A representative working for the website confirmed that some African countries were removed because of "regulatory restrictions".

Algeria, Senegal and South Africa were among 17 of Africa's 54 countries which abstained from the vote at the UN to condemn the invasion of Ukraine, as they wanted to avoid antagonising Russia.

And Russia is not without support in Africa. It has expanded its influence on the continent - especially militarily, by helping countries like the Central African Republic (CAR), Libya, Mali and Sudan fight rebels or Islamist militants.

A video purporting to show soldiers from CAR vowing to join their "Russian brothers" has also been circulating online, though the BBC could not independently verify the source and a government official has not responded to a request for comment.

Last Friday, Russian Defence Minister Sergei Shoigu said that "over 16,000 fighters" from the Middle East had volunteered to fight with the Russian army - it is not clear if this includes any from North Africa.

But with African governments clamping down on the recruitment of their own citizens, it is unclear if any of the men will make it to the front line - and a Ukrainian official in charge of registering foreign volunteers told the BBC that no Africans had arrived.

Disappointment
For some, like David Osagie Adeleke from Nigeria's south-western Oyo state, this was a devastating blow.

The 21-year-old, who has worked as an emergency rescue worker for the Red Cross, had been preparing to enlist as a combatant, having collected the necessary documentation, including a letter of recommendation.

"I went straight to the police station to collect my documents," he said, explaining that a clean criminal record was one of the requirements for enlisting.

"I'm disappointed to hear that the embassy is now saying it won't take us Africans."

With his emails to the Ukrainian embassy now bouncing back, he is looking into alternative routes to get to the country's border.

"I've got an interview with the Polish embassy in Nigeria," he said.

Prince Nkem Nduche, who was among those at the Ukrainian embassy in Abuja, has more knowledge than most about the situation in Ukraine and is more sanguine.

He actually spent some time in Russia as a youngster, has dual citizenship and even enrolled at Russia's military academy - but was jailed for a short time, accused of being a spy after he was spotted at the American embassy.

He said he fled the country seven years ago, via Ukraine - and would happily fight against Russia, but accepts it is not to be.

"I wanted to go on my own but as the Nigerian government said we can't go… I will obey them," he told the BBC.

If Putin starts this he better finish this because any agreement will be ignored by Ukrainian Nazi base and everything will be back to square one and next time Putin will have no second chances.

Sorry to burst your bubbles, USA carries much less weight than it thinks it does. Probably Sinkieland is the only cuntry that still suck up to USA. I’m glad I can run road anytime I need. Not even Saudi cares about what USA wants. Imagine having to beg Venezuela after getting snubbed by Saudi. The PAP is indeed a sucker to play host to traitors like you. It's a high time for the Singapore government to revoke the PR status of these people if they will still not convert to Singapore citizenship after 10 years. That's why I fully support the BN government in Malaysia to further suppress Malaysian Chinese traitors like you. Malaysian Chinese will always look down and talk bad of the Malaysian Malays, no matter how much improvements the latter have achieved in recent times. Talk to any Malaysian Chinese and they will always insist that the Malaysian Malays are useless, not hardworking and always looking for charity. Malaysian Chinese will always want to give the impression that without them, Malaysia would be in a worse situation today. They think too highly of themselves.
