Japan to spend 300 billion yen on cutting-edge scientific research
As part of its 15 trillion yen economic stimulus package, the government will produce a five-year, 300-billion-yen plan to boost Japan's international competitiveness through cutting-edge scientific research, officials said.
Thirty or so fields of study will be selected by members of the government's Council for Science and Technology Policy and other experts as having the potential for global prominence, and 270 billion yen will be allocated for investment in them.
The remaining 30 billion yen is to be spent on training up to 30,000 "world-class researchers" at foreign research institutes.
Under the current scientific research budget, grants -- such as the Japan Society for the Promotion of Science's Grant-in-Aid for Scientific Research -- total approximately 380 billion yen for fiscal 2009. However, the grants come with various caveats: not covering expenses straddling two or more fiscal years, stringent application and reporting requirements and so on.
The new subsidies are to be more flexible, and government institutions or companies that support research projects as part of the plan will be required to handle clerical work to apply for grants.
The next step is to select recipients, and work out fair distribution of the funds.
