i do not wish to stereo type too but taking the easy way out is often part of their trait. my personal experience is that most of them lack perseverance and discipline. at the slightest hardship, they give up. hence, you see many malays resign from their jobs very often, all due to trivial reasons. whatever drive they have is usually short lived also. when i interview candidates for jobs, the reasons for leaving previous jobs is starkly different between malays and chinese. chinese would say things like previous job scope wasn't challenging enough or they wish to take on higher level responsibilities for better career advancement, etc. malays would give reasons like workplace a bit too far from home or working hours not so convenient and such trivial stuff.
I don't wish to stereotype, but I have Malay subordinates who believe in using up all their medical leave every year as if it is their entitlement, like annual leave.

Most of the malays have very low tolerance for hardship and stress. They will give up easily or run away. Malaysia plantations employed a lot of foreign indonesians, they are able to take the hardship and harsh working condition better than malays.

Another trait you might have experienced or observed, they like to borrow money from boss or colleagues.
 
Malay parents should move their kids out of MOE schools and send them to full time madrassahs and PAP in turn should build more religious schools for them.
Malays will level down even further if this happens. The children will learn that they are average among their peers when they fail most of their subjects, so there is no compulsion to strive to be better. If they are in MOE schools, they may learn the value and rewards from hard work and a thirst for knowledge. S'porean Malays are far better off than their Malaysian counterparts whom many past PMs have labelled as lazy and lacking the propensity for hard work.

In your honest opinion, should the 14 days of medical leave per annum be treated like annual leave, to be consumed entirely before 31 Dec?

Haha! If they have valid MC, nobody can stop them from consuming all the medical leaves.
