You heard correctly. It was not a mistake. The whole scheme was meant to penalise the lower income and the middle income if they want to get a car in Singapore. Because the high end car pays higher tax, it was indeed cheaper for them to buy a weekend car and pay for the coupon every day.
I remember hearing something interesting about the weekend car scheme. It seems that someone in the gov't miscalculated & it was cheaper to get a weekend car & pay $ for using it as a normal car. This is an old story & of course the mistake was corrected.
So even when money is involved the money minded PAP DO make mistakes
Unless you work in sales or a job that requires a car I don't think it's worth it to have a car. That's why I chose to buy a home that is nearby to amenities & a MRT station.
