Someone, somewhere must have bought these iphones with a contract. So these iPhone are being resold as non-contract iPhones but with the price of a contract factored in.

There are no authorised shops in Spore allowed to sell the iPhone.

Apple only provides iPhones to authorised telephone service providers like AT&T, Singtel,... They will not provide iPhones to shops, even authorised Apple dealers.

The ones being sold by Mustaffa probably came from the US bought from AT&T inclusive of a US contract.

In the US the iphone 3GS is quite cheap. Only SIN$300 for the 16MB model. Well within most users budget. Its the data plan thats expensive from US$40(450minutes) to US$100(unlimited) per month.

Must blame Singtel & not Apple for the expensive iPhone prices & data plans.
In Spore they are not even offering support for all the iPhone specific features.

I don't see myself carrying a smart phone because of the size & weight. Happy enough with my candy bar Sony Ericsson
