Yes, it is True that almost all establishments in RWS are given what MOM call "PRE-APPROVED" quotas to hire FTs. This is on ground that the companies "will eventually" have to fulfill that ration requirement later. I am not sure what is the time span given for these companiese in RWS to fulfill the required local/PR headcounts for the quota.

Technically means - you need 30 people to operate your business in RWS. you need 5FTs, MOM will approve that 5FTs even you have not employed the 25 locals/PR yet provided that you would in future.

The grey area here is... the company will be given appropriate time to fulfill the quota ration upon arrival of the FTs first. And if you fault them now, the MOM will say that RWS is given some time to fulfill the requirements and not because RWS is "special".
 
later the resident IR Spore/FT/PR expert here will come and tell you how his brother join the recruitment queue once upon a time and confirmed that there are more Sporeans recruited than FT dogs. :D

"Based" on the "pre-approved" quotas arrival of the FTs... for every FT, it is "mandatory for the companies operating in RWS/MBS to employ 3 locals/PR. So Technically for every FT you saw at RWS/MBS, there 3 more vacanies "reserved strictly" for locals/PRs.

Assuming 10,000 FTs are hired.

After the grace period of 6 months, 75% are trained , picked and converted to local ( PR ). The rest of the 25% failed their training and are replace by a newer batch of FTs.

So the fact is, the 2 IRs can hire all foreigners and still stay within the rule.
