As the deputy director of projects and development at Tan Tock Seng Hospital (TTSH) in February 2009, Peh Chew Seng allegedly asked a contractor for a bribe.
No money changed hands, but the 48-year-old was charged on Tuesday.
Court documents state that Peh had asked for an unspecified amount from Mr Phua Boon Kin, the executive director of PBT Engineering.
The request is said to be through Mr Sim Keok Soon, one of the firm's employees.
In return, Peh is alleged to have offered to help PBT win the contract for the construction of a temporary office for the hospital next to TTSH's main building.
Police bail of $5,000 was increased to a court bail of $10,000 after Peh's lawyer informed the court that his client would be going to Taiwan for holidays next week.
He is now working as a manager with SMRT.
