At that point of return, it was a balancing act as the bill aim to safeguards the one country aspect while letting the SAR govt pass the bill highlights the working of 2 systems.

Now the central govt have decided to pass the bill with a higher law under mainland constitution. It will be interesting to see who will carry out the law since HK police is not under this jurisdiction. Likely a special security unit will station in HK to enforce it.

I suspect mainland enforcers will not directly arrest and process those who violate the national security law under normal circumstances as this would cause unnecessary drama and energize the protesters/rioters. What is more likely to happen is any HK-based security unit will work much more closely with the HK police in areas of intelligence and planning while leaving the actual arrest of the perpetrators to be handled by local police.

The significance of this law will come mainly in the form of providing a strong legal basis for local police to arrest them and to a large extent curb the current abuse of power by HK foreign judges to release suspects on the premise that the official charge sheet is usually over some less serious misdemeanor. This development will also increase the morale of the police significantly and allow the police higher leadership to be more decisive in clamping down these miscreants.

The time for dialogue has passed. Adults have to be making decisions, everyone can't be led by a bunch of hormone raging young adults and teenagers egged on by opportunists.
