I would expect a CIO to be IT savvy. That's like saying a car mechanic knows a lot about automobiles.

Temasek is an investment house. It does not run a data centre and Operational IT that you see on big business such as banks would be minimal.

If they were looking to hire CIO / CTO to provide investment advice on technology, they would have hired a technology consultant or an Academic who is well in providing such advice and they inevitablely come from the West.

This looks like a retirement role and or move her out of Singtel and bring in a big hitter for Singtel. When the Singtel replacement is announced we can narrow the reason.
