But first thing is to understand under what basis those non Singaporeans had been allowed to enter(or is re-enter?) Singapore.

Yeah, so like I said above what is the basis for allowing these non Singaporeans into Singapore? Newspaper reports do not appear to answer this question.Most of the imported cases in recent weeks have been work permit holders, work pass holders or PRs. Not Singaporeans returning home.
For example, on 14 Aug there were 4 imported cases:
-- 1 year old Indian male travelled from India (dependent's pass holder)
-- 32 year od Indian female travelled from India (dependent's pass holder)
-- 32 year old Indian male travelled from India (work pass holder)
-- 38 year old Indian male travelled from India (work pass holder)

Perhaps... still an assumption though...The basis is not revealed in the MOH daily reports either. It appears that PAP is pandering to the whims of the foreigners, which is not surprising.
