Could this have anything to do with the Marina Barrage. Maybe someone forgot to reduce the water level or perhaps a high water level at barrage slowed down the water coming from the canals.

Pretty shameful. They should do an investigation into what is happening.

Right!..each of the citizens, especially those at Orchard Road at that time, should have on their own initiative, taken a bucket and scoop up their own share of the flood water.
